The primary purpose of this position is to serve as the senior technical expert in hands-on delivery of UX/HCD services, design prototyping, wireframing, user research testing, and event facilitation driven by design/futurist exercises to solve complex problems with diverse stakeholders. Conducts strategic engagements and messaging representing the Air Force's design center at executive levels within the government and industry. Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes application of a wide range of technology principles, concepts, methods, advancements, policies, design, development, integration techniques, testing methods sufficient to conduct feasibility studies, testing and applications. Ability to lead teams in solving complex problems by integrating diverse technologies into new forms, resolving interoperation issues, and translating/transforming business process and technology integration while bridging new programs/processes back into existing architectures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of human-centered design/customer experience/user experience and modern product development methods to solve very difficult problems ranging from policy, process, and technique, to fielding complex technical applications requiring the integration of multiple disruptive technologies in an effective manner across the Air Force enterprise. Mastery knowledge hands-on user experience design practice with proven skills in interaction design, prototyping and wireframing, user research development, and user testing. Expert knowledge of the business impact of the application of human-centered design/customer experience/user experience to IT and non-IT industry and the ability to clearly articulate operational effectiveness, developmental cost savings, business agility gained, reduction in operational training (and associated costs), and improved organizational and personnel performance. Expert knowledge of using human-centered design/customer experience/user experience to map emerging/disruptive technologies to enterprise use-cases and characterizing opportunities for the largest mission impact, most meaningful improvement to mission, and value for the investment. Expert knowledge of working with diverse industries and partners, small, medium, and large-sized, to harness their agile nature and emerging technologies. Knowledge of, and skill in applying program management processes, in particular scaling and transitioning prototype products/capabilities to long-term sustainment organizations to ensure their longevity supporting the current and future needs of the Air Force. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), develop and deliver human-centered design/customer experience/user experience courseware, prepare and give briefings, chair meetings, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
