U.S. Marshals Service Detention Standards and Compliance Program Manager in Arlington, Virginia

Summary The selectee of this position serves as a senior program manager and Chief of the Detention Standards and Compliance Branch responsible for providing expert policy and program analysis to the Assistant Director, Prisoner Operations Division (POD) regarding detention programs within the U.S. Marshals Service (USMS). This position is located in the Prisoner Operations Division / Arlington, VA. Responsibilities As a Detention Standards and Compliance Program Manager at the GS-0301-15 grade level, some of your typical work assignments may include, but are not limited to, the following: Responsible for program management and oversight of non-federal detention facility programs and activities, including policy development and coordination; and budget planning and execution. Serves as a Contracting Officer Technical Representative (COTR) for Detention Services Contracts. Manages multi-million dollar acquisitions and contracts for non-federal detention services, as well as subject matter expert (SME) contracts for conducting audits and reviews of detention facilities. Provides leadership to and/or participates on joint program or project development teams that represent private, public, and government interests. Provides expert advice and guidance on government programs and policies which are of significant interest to the public and Congress, and participates in the development and implementation of national policy in the areas of detention and nonfederal detention services. Manages the conduct of management reviews and audits for jails, prisons, and detention facilities, ensuring that detention policies, practices, and procedures are consistent with the conditions of confinement and provides results to management officials. To qualify at the GS-15 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties: Providing national policy and program analysis and guidance for an organization; Performing efficiency and effectiveness reviews of programs to identify deficiencies and implement corrective actions; Solving problems and challenges that require new approaches or modified concepts; Planning and implementing programs, plans, and proposals involving organization resources or changes to established procedures; and Managing multi-million-dollar acquisitions and contracts When citing your education and/or experience, be clear and specific. Education Additional Information Work Environment: Work is performed in an office setting but also involves regular/recurring on-site inspections of non-federal facilities to include jails, correctional institutions, and prisons housing federal prisoners where confinement facility safety precautions are required.
