Summary This GS-0343-07 Program Analyst position is being established as a career ladder, developmental position. The work of this position is the same type as described at the GS-0343-09 Full Performance Level (FPL) but is performed with closer supervision and guidance and a higher level of on-the-job training. Key functions will be similar with those described at the full performance level of the target position. Responsibilities Duties include: This developmental position does require knowledge and skill in applying analytical and evaluative methods and techniques to modify or develop work methods for the organizational use of the Medical Center, Health Administration Service, organizational structures, or management processes. At the developmental level, the supervisor assigns specific projects in terms of issues, organizations, functions, or work processes to be studied and sets deadlines for completing the work. The supervisor assists with controversial issues or on the application of qualitative or quantitative analytical methods to the study of subjects for which precedent studies are not available. The incumbent is assisted with planning, coordinating, and carrying out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Simpler work problems are normally resolved by the incumbent without the need for supervisor intervention and in accordance with the body of accepted policies, applicable precedents, organizational concepts, management theory, and occupational training; difficult work problems likely require a certain level of supervisor intervention for the provision of assistance. Findings and recommendations developed by the incumbent are reviewed by the supervisor prior to release, publication, or discussion with management officials. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge in applying, in general, VA, VHA, and WNCVAHCS administrative principles, standards, policies, practices, and applicable regulations which involves the use of program and supportive resources used to resolve simple problems and complex issues. General knowledge of administrative and clinical operations, and functions of the medical center and clinical service's activities and operations. Working knowledge of medical terminology and proper usage for context, hospital linguistics, basic mathematical procedures, and quantitative, statistical, and analytical methodologies; and a basic understanding of accounting procedures and principles. Must be able to generally participate and engage in analytical, financial, statistical, and quantitative problem-solving and analysis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree of two full years of progressively higher-level graduate education leading to such a degree. Course work must be related and clearly provides applicants with the background of knowledge and skills necessary for successful job performance (transcripts must be provided).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one full year (18 semester hours) of graduate level education that may be combined with specialized experience to qualify for this position at the grade GS-9. Such education must demonstrate the knowledge, skills, and abilities necessary for the position.
