Job Description Summary

As related customer equipment, facilities or infrastructure projects: As a Project Manager, responsible for project delivery, profit & loss accountability, and customer satisfaction through management of project related activities and resources. Impacts approaches, projects and programs in the functional area or affected business organization and ways of working. Impacts quality, efficiency and effectiveness of own team. Has significant input into priorities. Guided by professional practices and policies that are shaped by the role. The role has moderate autonomy, requiring high levels of operational judgment.

As a Project Engineering Manager, oversees engineering activities of the project (or on a particular work package in case of a large & complex project) considering the quality/cost/time delivery criteria.

Job Description

Mission:

Joined function to cover Project Management (PM) and (Project Engineering Management (PEM) needs in a Grid Solutions Integration unit.

The PM mission is to manage, in a “project-oriented” mode, a project that directly involves:

One or several clients,

One or several commercial contracts,

One or several Units in the company.

  • The PM has full responsibility of the project in order to meet contractual commitments ensuring the highest customer satisfaction, financial profitability in terms of gross margin and cash, and safe delivery of works.

  • The PM is directly responsible for the Operational Management of the project.

  • He/she leads all project activities to ensure time schedule is achieved and all quality standards are met according to the contract.

  • He/she is personally responsible for EHS in the various stages of the project and cannot delegate that responsibility.

  • The PM is the main interface to the customer(s) for the project implementation. He/she works in a close cooperation with sales and business development teams. His/her contribution and behavior are key in maintaining & growing customer relationship.

The PEM mission oversees engineering activities of the project, (or on a particular work package of the project in case of Large & Complex project) considering the quality/Cost/ time delivery criteria.

  • He/she plans overall design activities, manages project design budget, implements design change process, supervises and coordinates all engineering activities required to execute the project, whether done in house or by suppliers/subcontractors, and ensures technical coordination of the Grid Solutions project.

  • He/she warrants that optimized technical solutions (cost effective solution, ease of installation and operation of the systems) in line with Customer expectation are implemented by project engineering team and Partners, and that documentation are delivered as per project general time schedule.

  • PEM is accountable for the proper performance of design in matter of time spent, deadlines, and quality. His/her field of intervention is linked to project strategy defined by the PM.

  • Depending on project size, PEM can cumulate functions of PEM & Lead engineer, and for small project such function can be assigned to PM as it s the case for this role in GSH

Position in Organization:

The PM & PEM role will report to the Head of Operations of the Unit and dot-ted line to Regional Engineering Leader.

Internal Network: commercial team, engineering team, other service and product units, purchasing department

External Network: client, subcontractors, suppliers, engineering companies & consultants

Role & Responsibilities:

As a PM:

  • Integration Management: Defines project objectives & strategy, manages the changes and adapts the objectives & strategy accordingly.

  • Project Scope Management: Manages the entire project scope of work, analyzes customer requirements and detects errors/inconsistencies with customer requirements. Proposes solutions to reduce those gaps and leads the relevant negotiations.

  • Time Management: Delivers the project on time, defines WBS, ensures that plan includes relevant requirements (incl. EHS), plans resources within the schedule, documents schedule risks and mitigation actions, confirms targets, success criteria and strategy, develops and integrates baselines (schedule, cost, cash-flow), ensures progress measuring methods and processes are in place and being used.

  • Cost Management: Takes responsibility for the project’s margin, maximizes profit and cash at each phase of project, foresees costs & margins at completion, identifies cost discrepancies, monitors cash evolution and takes actions, optimizes costs and challenges productivity in all areas directly involved.

  • Environment, Health & Safety (EHS) and Quality Management: Is responsible that EHS & quality management systems and requirements are followed by project team and subcontractors, ensures site quality plan and commissioning procedures are followed, manages project acceptance, sets-up and monitors control criteria for quality of works (engineering, civil works, erection, tests & commissioning), is accountable to apply disciplinary and reward program and notably to remove from site anyone that does not comply with EHS requirements or jeopardizes a person or an asset.

  • Human Resources Management: Sets-up and drives project and site organization teams and anticipates resources allocation.

  • Communication Management: Is responsible for all aspects of communication within the project (internal and external), ensures customer satisfaction through effective and healthy communication and provides reporting to customer and to management.

  • Risks & Opportunities Management: Conducts risk management sessions/ meetings with project team to identify and implement risk mitigation plans, as well as to proactively generate and manage opportunities.

  • Contract Management: Takes responsibility for all aspects of contract management with the customer and subcontractors/suppliers and ensures full understanding of the contractual requirements by the project team. Challeng-es and negotiates terms & conditions, claims and variation orders towards the customer and towards the subcontractors/suppliers.

  • Suppliers Management: Plans & follows procurement & delivery in coordination with procurement department, decides on and proceeds to the release of purchase requests, final decision maker on placing purchase orders for his/her project to qualified suppliers, evaluates quality of deliveries (on-time deliveries, quality of products supplied, quality of services supplied including documentation).

  • Application of project processes and tools: In charge to apply and enforce application of the company’s tools and processes as defined in the Quality Management System of the company.

  • Return on experience: Project manager shall seek return on experience from previous projects and experienced people within the company and implement what is relevant. He/she is responsible to organize return on experience (“les-sons learned”) for his/her project by planning relevant ROE reviews and in-forming interested parties, by capturing root-causes and lessons learnt, by sharing lessons learnt with relevant stakeholders and by applying learning on current and future projects.

As PEM:

Scope of work & time schedule:

  • Responsible for issuing consolidation of provisional drawing list of the project or of his/her work package, integrating submission dates

  • Manage global time schedule of concerned engineering activities, check co-herency of links between engineering activities and other project functions activities (procurement, construction, commissioning) and organize follow up of critical activities of the project or of his/her discipline.

Resources

  • Lead & coordinate design teams

  • Follow the engineering budget and identify potential savings and highlight to Project manager all motivated situation requiring extra budget

  • Manage design workload plan and request resource arbitration

Interface Management

  • Participate and contribute to the project multidisciplinary design reviews ac-cording to the EMH procedures and per the project strategy

  • Organize and manage disciplinary design reviews

Project strategy & risk management

  • Participate to project strategy elaboration with PM

  • Manage scope or design changes & prepare related claims and VO to be ap-proved by PED or PM

  • Updates risk assessment related to design & applies mitigation plan when required

Customer relationship

  • Analyze customer technical requirements, prepare and or consolidate clause by clause analysis and ensure compliance to Customer requirements through Technical queries, identify, track, manage potential exception…

  • Represents customer interests in the design decisions at PM request

  • Manage customer comments

  • Instruct customer technical request or comments

  • Request/attend Customer technical meetings when needed/upon request

  • Coordinate with partners regarding customer technical comments on their scope

  • Validate design throughout customer acceptance

Document & configuration management

  • Manage & track evolution of input data

  • Submit documents to customer & review submission status (for infor-mation/approval)

  • Coordinate Tracking of customer comments and answers, along with document

  • Ensure that Management of return status of project documentation internal or external (approved, comments, resubmit, rejected) is performed for his/her work package

Design expediting

  • Prepare or review technical specifications and supplier’s documents to enable procurement of materials and plant detailed design

  • Check effectiveness of design against delivery of contract requirements within project budget and look for global cost optimization in all design phase and mainly during basic design

  • Get or give support to ensure compliance to technical "state of the art" and applicable standards & regulations

  • Prepare engineering subcontracting files (Scope, Deliverables, Inputs, Sched-ule) Support to design subcontract preparation

  • Support OMM execution

Process & Tools

  • Deploy Engineering tools associated to his/her work package (CAD, PDM/DMS,) as per strategy

  • Define with Engineering management or PED the Project Design review plan

  • Conduct design reviews following Engingeering management instruction

Interface with Procurement, Supplier/Partner management

  • In line with general time schedule, participate to project equipment and mate-rials procurement cycle

  • Support Sourcing and Procurement in the definition of the Supplier’s list ac-cording to the project strategy

  • Support Procurement during commercial negotiation for POs issuance and during post order stage

  • Manage technical interface with sub suppliers & partners, prepare input data, check consistency

  • Ensure the technical follow up (review, comment, approval) of the supplier’s documentations

Interface with construction

  • Involve Construction Team on Design review to Perform constructability anal-ysis

  • Support site organization during site preparation and throughout construction and commissioning stage, when required

  • Organize input data acquisition for O&MM & As built

Return of Experience & Knowledge Capitalization

  • Organize Engineering project teams ROE according to unit process

Quality

  • Comply with Quality Procedures, work instructions and Processes defined at Unit, project level, and in EMH

  • Report or resolve any non-conformances and process in a timely manner

Health and Safety

  • Implement design freeze and EHS in design

  • Demonstrate EHS leadership and ensure Zero Deviation Plan is implemented within the team

Required Qualifications

Education:

  • Engineering degree level or equivalent education

  • Exposure to several of the applicable engineering disciplines for the business scope considered

  • Successful experience in project technical management in a multi-disciplinary team’s context including multiple interfaces and with products coming from several countries

  • Fluent in Business English

Experience:

  • +5 years’ experience of managing projects, or lead engineer

  • Experience in one or several functions involved on operations: logistics, sourc-ing, engineering, field services…

  • Project management in an international environment

  • Experience of team building

Business Understanding:

  • Experience of the energy or the EPC sector

  • Willingness to work in different locations for short or medium periods and to travel world-wide

Skills

  • PMP certification (optional)

  • Skilled at Influencing and relationship building

  • Experience in technical problem solving​
