This is a position-specific recruitment. The resulting list of eligible candidates will be used to fill this MTA position/function only. The Manager of Contracts and Project Management is an advanced level of professional who oversees all facets of contract and project management work for MTA’s Department of Information Technology (MTA-IT). This position is responsible for the overall management and oversight of IT-related contracts and projects throughout all phases of contract and project lifecycles, including but not limited to: developing and documenting requirements and candidate qualifications, planning, organizing, and executing contract development in accordance with all State Procurement policies related to Task Order Requests for Proposals (TORFPs) and/or Purchase Order Request for Proposals (PORFPs), contract negotiations, performance monitoring and compliance, ongoing vendor engagement and management, project change management, contract close-out and other activities as assigned. The selected employee receives general supervision from the Director of Budget and Application Development.

Qualifications

MININUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work; two (2) years of this experience must involve accounting, finance or budget management. **

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
