Reporting to the Deputy Director for Children\'s Services, the Foster Care Associate Director for Quality Assurance is responsible for implementation and collaborative strategic planning for the programmatic and operational management of the monitoring and evaluation team. The Associate Director will be responsible for the ongoing monitoring and evaluation activities to ensure compliance with funder and agency requirements for programs implemented by the Foster Care programs.

This position can be remote with trips to Baltimore as needed.

DUTIES

  • Provide strategic leadership and implementation for the monitoring and evaluation team to support implementing staff and partners related to monitoring and evaluation activities which ensure alignment for services with federal and Global Refuge standards.
  • Oversees monitoring and evaluation team activities for foster care programs.
  • Coordinates strategic planning and overall implementation of desk and site monitoring for foster care programs for compliance with all ORR policies and procedures
  • Manages and monitors Corrective Action Plans and Program Development Plans of partners.
  • Oversees the creation and submission of monthly, quarterly, and annual reports.
  • Remains knowledgeable of all federal government and Global Refuge/CFS guidelines, policies, and procedures, and provides guidance related to quality assurance measures.
  • Coordinates the compilation and dissemination of policies and procedures utilizing innovative methods of communication with the goal of increasing retention and operational compliance from staff.
  • Ensure implementation of a strategic plan for data quality and program compliance with contractual and reporting requirements.
  • Manage the implementation and ongoing compliance in preventing, detecting, and responding to sexual abuse and sexual harassment for foster care programs.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor\'s degree in behavioral sciences, human services, or social service field with a minimum of five years of experience in and knowledge of child welfare systems, principles, practices, and emerging trends. Master\'s degree preferred.
  • Five (5) years of progressively responsible managerial experience including experience managing staff, volunteers, and/or interns.
  • Experience working with diverse client populations, particularly immigrants and refugees
  • Experience using Apricot or another Social Solutions database preferred
  • Experience in program development, administration, and budget oversight.
  • Strong analytical and problem-solving skills.
  • Deep commitment to Global Refuge\'s core values and ability to model those values in relationships with colleagues and partners
