About this position:
Implements and coordinates the statewide airport and heliport inspection program, landing area registration program, obstruction analysis program, uncrewed aerial systems program, and aviation geographic information system to ensure airport compliance with federal and state regulations, guidelines and policies. As part of Career Progression Group, vacancies may be filled from this recruitment as a DOTD Program Specialist 1, 2 or 3 depending on the level of experience of the selected applicant. The maximum salary for the DOTD Program Specialist 3 is $84,302. The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program.
Examples of Work
Once trained, the job duties will be:
Implements and coordinates the statewide airport and heliport inspection program, landing area registration program, obstruction analysis program, uncrewed aerial systems program, and aviation geographic information system to ensure airport compliance with federal and state regulations, guidelines and policies.
65%Conducts technical airport safety inspections of over 750 aviation landing facilities. Inspections include thorough physical reviews of runways, taxiways, lighting systems, approach clearances, navigational aids, service facilities, obstruction analysis and other areas that may pose a hazard to public safety. Some areas of inspection such as the obstruction analysis will be completed by the use of an uncrewed aerial vehicles (UAV) and geographic information systems {GIS). Reports discrepancies to airport management and airport sponsors and enters all appropriate data into the National Airspace database and the aviation section's GIS. Conducts seminars on safety regulations and operations of public aviation facilities for airport sponsors, airport mangers, industry stakeholders, and other interested groups. Reviews and recommends approval of all applications for airport and heliport landing area registration and uncrewed aerial systems operators in accordance with Louisiana Revised Statues Title 2 Aeronautics, Louisiana Administrative Code Title 70 Transportation, Part IX lntermodal Transportation and all applicable Federal Aviation Administration regulations. Reviews airport layout plans and airport master plans. Incumbent required to attend and achieve 5010 inspection and safety accreditation as well as a bi-annual FAA Private Pilot Written Examination upon initial assumption of job duties.
20%Assists the DOTD Program Supervisor with coordination, implementation and maintenance of aviation programs statewide. Plans, evaluates, and implements state air transportation and aeronautical programs to ensure the safety of air transportation within assigned area. Coordinates with the Federal Aviation Administration officials on all aspects of standardized criterion for airport safety standards. Reviews airport construction safety phasing plans as assigned.
10%Conducts periodic training seminars and workshops on airport facilities, operations, fuel handling, and maintenance for airport personnel as directed. Investigates aircraft incidents (as needed) and aeronautical complaints.
5%May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities.
