About this Position:

This position is held by a licensed Professional Engineer with statewide responsibility. The engineer is responsible for improving existing procedures and techniques for all systems used by DOTD on construction projects. This position is also responsible for all construction activities for road, airport, and drainage projects. This position is also the Construction Division's lead in Contract Administration and Departmental policy and specifications as pertaining to construction issues.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Three years of licensed engineering experience.

  2. Seven years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:

To manage a major engineering function for a state agency.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

Examples of Work

25% Administers the construction administration activities statewide by providing technical and functional supervision to the twenty-nine (29) Area Engineers and their respective Project Engineers to ensure quality construction of road, airport, and drainage projects; to ensure safety to the public and workers; and to ensure cost effectiveness of construction within the budgetary constraints. Supervises the Construction Headquarters Area Engineers and ensures that all Districts have an HQ representative to assist with contract administration issues.

20% Reviews, analyzes, and develops new policy and procedures to ensure consistent interpretation by Project Engineers of the Standard Specifications, Special Provisions, and Contract Administration Manual concerning roadway construction requirements to improve quality, efficiency, and safety; responsible as the lead in Contract Administration problems on a statewide basis; responsible for reviewing, implementing, and/or drafting new policy, procedures, and specifications.

Reviews, investigates and develops responses to FHWA CAP audits, Process Reviews and Legislative Audits.

15% Reviews HQ Area Engineers' recommendations concerning contractor's claims, lawsuits, and construction related problems with all Section 40 Engineer 7's. Provides recommendations to the Construction Engineer Administrator for resolution of the contractor's claims, lawsuits, and construction related problems. Negotiates, arbitrates and coordinates with contractors and the Federal Highway Administration on contract time extensions, specifications and Plan Changes, extra work and disputes or problems arising from any construction related activities, all of which may be subject to the DOTD Chief Engineer's approval.

10% Reviews plan changes to alter plans and specifications, and based on engineering decisions and funds available, approves or recommends for approval or instructs District personnel to construct in accordance with plans and specifications. Reviews and manages the Value Engineering submittals statewide, ensures the sets of the Value Engineer process are followed and develop responses.

10% Provides construction expertise to District personnel in solving road construction problems and giving instructions to ensure that necessary changes are made to solve the problems.

5% Represents the Department in the interaction with other Agencies (FHWA, LA D.E.Q., LA. Wildlife and Fisheries, etc.) in matters concerning road construction and provides technical assistance to design engineers during predesign and design stages of project development to ensure constructability and to head off future problems.

5% Serves on the technical committee to develop new procedures for immediate implementation and long-range planning.

5% Responds to complaints from the public concerning construction activities and takes action as necessary.

5% May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities.
