About this Position:

This position is one of two Engineer 8 Critical Projects Assistant Administrators, housed in the Louisiana Department of Transportation and Development (DOTD) Critical Projects Division (35), that collectively oversee the most expansive, complex, high risk and sensitive projects critical to meeting the objectives of the organization. The incumbent manages a team of critical project managers that exercise full authority over scope, schedule, and budget, functionally supervise DOTD Task Managers (Engineers, Real Estate Agents, Utility Specialists, Hydraulics Staff, and Environmental Impact Specialists) across multiple Sections/Districts and consultants across disciplines. Both incumbent and subordinates routinely work hand-in-hand with Executive Staff. The incumbent will manage three critical Project Managers responsible for multiple projects expected to total over six billion dollars in aggregate volume.

The defining characteristics of Division 35 projects, distinguished from routine project management that may occur in other areas of the agency are: project cost in excess of 50 million dollars, projects that require extensive federal environmental study and approvals, or projects that have specific federal or state legislative line item appropriations. Other critical projects may only be tasked to the Division by the DOTD Secretary or Chief Engineer.

Only current permanent employees of DOTD will be considered for this promotional vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Four years of licensed engineering experience, two years of which must have been at the supervisory level or above.

  2. Eight years of professional engineering experience, two years of which must have been at the supervisory level or above.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required general experience.

    A Ph.D. in engineering will substitute for two years of the required general experience.

    Advanced degrees will substitute for a maximum of two years of required general experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:

To direct a major engineering function for a state agency.

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Administrative direction from a higher-level engineering administrator or an executive of the agency served. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 7 and lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 7 by the presence of responsibility for directing large-scale engineering projects or programs for a state agency.

Differs from Engineer 9 by the absence of responsibility for directing a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

Examples of Work

40% Staff Management

Provides comprehensive guidance and direction of the department’s highest risk and most complex and sensitive projects, by actively managing subordinates’ performance on ongoing projects. Distributes workload appropriately between subordinates. Ensures that all Critical Project Managers are meeting established goals, completing project milestones, and maintaining quality of deliverables. Assists with coordinating and facilitating the timely and accurate communication of all activities. Makes hiring and disciplinary recommendations to the Appointing Authority. Provides ongoing performance feedback to staff and executes a thorough and accurate annual PES evaluation. Ensures all mandatory DOTD and CPTP training is current and deadlines are met.

35% Training

Provides support to the Department’s Critical Project Management staff by ongoing mentoring and provision of on the job training through multiple disciplines. The incumbent shall ensure that all subordinates have the skills, tools, and attitudes necessary to successfully manage any assigned project from inception through construction and project closeout, regardless of discipline.

10% Project Management

Autonomously administers and facilitates all aspects of multiple complex, highly visible transportation projects. Maintains full accountability for delivering within agreed scope, schedule, and budget from project initiation through project delivery. Maintains sole accountability for project budget, facilitation, and coordination from preconstruction activities through construction and project closeout. As necessary, ensures that all project funding and appropriation related requirements are achieved, including entering projects into the DOTD tracking system (PS); ensuring capital outlay requests are submitted at the appropriate time; budget and payment oversight; responding to inquiries; coordinating with internal and external stakeholders.

10% Capital Outlay Program Management

Coordinates projects associated with the implementation of the DOTD Capital Outlay Bond program in accordance with DOTD and DOA policies and procedures. Duties associated with Capital Outlay Bond program include, but are not limited to, working with DOTD administration in selecting projects that are to be funded through specific HB 2 appropriations; entering projects into the DOTD tracking system (PS); ensuring capital outlay requests are submitted timely; tracking and coordination of Bond Commission approvals and bond sales; budget and payment oversight; responding to inquiries; coordinating with internal and external stakeholders; and maintaining the “Capital Outlay Bond Program” policies and desk manual.

5% May be required to perform other duties as directed including, but not limited to, emergency and disaster support activities.
