Town Of Berthoud Town Engineer in Berthoud, Colorado

Summary: Under broad supervision of the Community Development Director, performs professional level engineering work for the Town. Oversees the Engineering Division including development review, engineering standards, construction inspections, development agreements, floodplain management, stormwater management, and the Town's GIS and division strategic/master plannin

Essential Duties and Responsibilities: The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.

Performs and supervises appropriate staff review of engineering plans for development. Collaborates in the preparation of development agreements and improvement plans. Ensures compliance with the agreement throughout development and warranty phases. Meets with developers and their engineers/planners. Supervises construction inspection team members. Leads the Town's Stormwater Management (MS4) program including engagement and educational opportunities, inspections, reporting, issuance of compliance notices, and the preparation of an annual report to the State of Colorado. Performs advanced engineering review of developments including water, sewer, storm water drainage, and roadways; provision for dry utilities; reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town Code requirements. Reviews engineering reports, development plans and submittals. Participates in development review meetings. Prepares and presents findings regarding proposed development to the planning commission and town board of trustees. Independent of land use matters, prepares and presents agenda items to the planning commission and the town board of trustees. Prepares and presents staff reports and other necessary correspondence. Seeks grant opportunities and manages grants and agreements with local, state, and federal agencies. Coordinates the design and construction of capital improvement projects, as needed. Prepares and reviews cost estimates for public projects and manages project budgets in conjunction with assigned projects. Serves as project engineer on major capital projects such as, but not limited to, public facilities, streets, parks and recreation, and other Town disciplines. Select, train, motivate, and evaluate Engineering Division staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Develops, oversees and administers contracts with outside engineers and consultants; review the work of consulting staff for compliance with Town standards and goals Acts as Floodplain Administrator. Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community and regional engineering . Collaborate with neighboring communities and Counties regarding regional issues. Participates in the preparation of the division budget on an annual basis. Prepares a mid-year budget amendment when necessary. Perform all other duties as may be assigned. Demonstrated knowledge of civil engineering principles Knowledge of personal computers and CAD applications Read, analyze, and apply scientific and technical journals, and legal documents Understand and communicate effectively orally and in writing Work collaboratively and positively with town staff, the development community, and the public Keep accurate records; work indepen ently An individual should have a working knowledge of typical office software systems Education/Experience and Licenses:

Valid Colorado Driver's License - Required Bachelor's degree in engineering - Required Registration as a Professional Engineer (PE) within 6 months of hire - Required Certified Floodplain Manager (CFM) or ability to obtain within 6 months of hire - Preferred Minimum of seven years of related experience, with at least three years as a supervisor at a Department Head or equivalent level in an organization of similar size and complexity - Preferred.
