Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability. Responsibilities Major Duties and Responsibilities: Join a great team! Led by the Assistant Director of National Intelligence (ADNI) for Requirements, Cost, and Effectiveness (RC&E), the office works closely with ODNI leaders and IC partners to develop annual programmatic guidance for the National Intelligence Program (NIP) and Military Intelligence Program (MIP) with publication of the Consolidated Intelligence Guidance (CIG). The CIG is the only document within the Intelligence Planning, Programming, Budget, and Evaluation (IPPBE) process that is jointly signed between the DNI and USD(I&S). Officers will synthesize national and defense strategies and planning documents to produce the CIG which ultimately informs IC CFO fiscal guidance and Intelligence Program Budget Submissions (IPBS) from across the IC. Position offers exceptional insight into the IPPBE for those officers looking to broaden their strategic expertise. Budget cycle training and development will be provided and supported. The ADNI for RC&E is seeking officers with the right skills and experience to perform the following: Plan and conduct in-depth analysis of NIP policies, missions, plans, and capabilities, ensuring linkage to the National Intelligence Strategies and other Intelligence Community (IC) priorities. Plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership. Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management. Plan and produce IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and other analytic products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions. Other duties, as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Extensive knowledge of the IC and its components, missions, and interrelationships, including a demonstrated ability to lead broad-based teams regarding key IC issues. Demonstrated representational, oral, and written communication skills, including demonstrated ability to produce clear, logical, and concise products. Demonstrated ability to develop consensus recommendations and to solicit input from colleagues and peers; proven ability to remain open-minded and change opinions on the basis of new information and requirements. Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners. Extensive knowledge of the methods used to evaluate organizational performance against strategic objectives and demonstrated ability to advise the organizations on the application of evaluation methods. Demonstrated ability to balance responsibilities among program/project activities; demonstrated ability to manage transitions effectively from task to task, adapting to varying customer needs. Demonstrated ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and U.S. Government and mission partners.
