Job Summary

PSEG Long Island is seeking an Environmental Science and Planning Analyst to join their Licensing and Permitting (L&P) team. The Environmental Science and Planning Analyst will support licensing and permitting activities for utility projects located throughout Long Island and the Rockaway Peninsula. This role will involve reviewing project scope documents and design drawings to evaluate the need for, and to identify, the necessary environmental permits and approvals. The Environmental Science and Planning Analyst will be directly involved in licensing and permitting activities, with a particular focus on State Environmental Quality Review Act (SEQRA) in accordance with 6 NYCRR Part 617, and Federal and State wetland permitting. The analyst will serve as an advocate and subject matter expert for environmental permitting, and will consult with appropriate regulatory agencies to identify compliance requirements.

Job Responsibilities

• Review project scope documents and designs (including engineering drawings, contract documents, specifications) to identify permits and approvals required for construction/operation.

• Preparation of permit applications and environmental documentation including but not limited to State Environmental Quality Review Act (SEQRA) analyses, U.S Army Corps of Engineers (USACE) and New York State Department of Environmental Conservation (NYSDEC) wetland permits.

• Visit project sites to oversee work activities and monitor environmental compliance, as needed

• Oversee consultants and contractors during field activities (wetland delineations, geophysical surveys, soil/groundwater sampling, etc.) as needed

• Manage consultants/subcontractors supporting licensing and permitting activities

• Complete or participate in wetland delineation activities

• Administrative support, including budget review and tracking, invoice review and approval, project tracking, maintaining SharePoint site documentation, data entry, etc.

Job Specific Qualifications

Required Education, Competencies and Skills:

• Bachelor's degree in relevant scientific discipline: Environmental Science, Ecology, Environmental Planning, Environmental Engineering, or other related natural science

• A minimum of 0 – 3 years of relevant experience in environmental science and/or planning

• Familiarity with New York State and federal environmental regulations.

• Highly motivated self-starter who is able to work independently and part of a team

• Ability to read maps and engineering drawings

• Excellent time management and organizational skills.

• Must exhibit high personal standards of commitment and integrity

• Must have excellent verbal, quantitative and written communication skills

• Strong knowledge of Microsoft Office (Excel and Word)

• Must foster an inclusive work environment and respects all aspects of diversity

• Must demonstrate and value differences in others' strengths, perspectives, approaches, and personal choices

• Must have and maintain a valid U.S. drivers’ license and a safe driving history

Desired Education, Competencies and Skills:

• Wetland identification and delineation skills

• Experience with ArcGIS

• Knowledge and experience in environmental and construction permitting, licensing, site assessments and environmental due diligence

• Knowledge of local, state and federal permitting statutes, ordinances and regulations related to environmental, land use, and construction

• Experience working in the utility field
