Commander, Navy Installations LEAD PORT SERVICES TECHNICIAN in Bremerton, Washington

Summary You will serve as a LEAD PORT SERVICES TECHNICIAN in the PORT OPERATIONS DEPARTMENT (N31) of NAVBASE KITSAP SILVERDALE WA. Responsibilities You will receive/disseminate/update schedules and schedule changes for vessel movement and traffic in/out of the naval installation for tugs, dive boats, workboats, security boats, barges, floating cranes, and naval vessels. You will coordinate security sweeps of vessels requesting entry into naval waterfronts. You will liaison with ships to determine operating schedules and pier assignments, opening and closing of Port Security Barrier, and setting oil boom. You will provide continuous radio support for harbor and maintains harbor movement logs. You will be familiar with general harbor operations and have a background in Port Operations functions including tugs, service craft, docking evolutions, etc. to sufficiently dispatch and coordinate harbor evolutions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using working knowledge or experience to receive/disseminate/update schedules and schedule changes for vessel movement and traffic in/out of the naval installation (i.e. tugs, dive boats, workboats, security boats, barges, floating cranes, submarines and aircraft carriers; 2) Interpreting and executing Standard Operating Procedures (SOPs) for both normal and emergent situations; 3) Demonstrating skills in using information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet; 4) Providing guidance in the scheduling, updating, and retrieving of reports via the Port Operations Management System. Occasionally work is performed aboard various service crafts. Work also includes working under pressure for several hours, climbing stairs & boat ladders, access boats for pier checks, walk piers to check services. WORK ENVIRONMENT: Work is accomplished in the Port Control Tower, which is adequately heated and lighted and some industrial areas that require wearing of personal safety equipment such as hardhat, safety glasses, and earplugs. To ensure employee safety and health, the command maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance.
