Duties Description The Program Outreach Specialist 1 will play a vital role in building external relationships for the Hate and Bias Prevention Unit (HBPU) within the Division of Human Rights. HBPU’s mission is to combat prejudice and discrimination, serve as a resource for New Yorkers impacted by hate and bias i incidents, and support communities in response to such incidents. The unit also focuses on public education, outreach efforts, and has established a hotline and online form for reporting hate and bias incidents. HBPU provides this coordinated and community-focused support through our state-wide Regional Councils, Response Team and Youth Initiatives. Under the direction of the HBPU’s Assistant Director of Youth Initiatives, the Program Outreach Specialist 1 would assist in the design and implementation of state-wide youth-focused programs aimed to build youth leadership, advocacy and social change and other new initiatives that raise the profile of HBPU within the community and proactively support the unit’s mission. As a Program Outreach Specialist 1, you will: • Organize and support with the development of statewide Hate and Bias Prevention Youth Initiatives and projects.• Design and implement youth-focused workshops, education and training materials including but not limited to: anti-bias, biased-based bullying, restorative justice and conflict resolution.• Create reports and monitor incidents across the state to amplify Youth Initiatives work for internal and external stakeholders. • Assist in the development of public awareness campaigns and digital content that amplify youth voices.• Plan, promote and execute community outreach events, conventions, meetings and other special events, overseeing the use of resources, financial planning, and scheduling of personnel.• Maintain the Hate & Bias Prevention Toolkit and other campaigns utilized by the Regional Councils including but not limited to prevention best practices and a directory of resources.• Assist with additional project as they intersect with the work of the Regional Councils or as the need arises within the HBPU. • Coordinate with HBPU staff in the development of policy proposals and policy positions related to preventing and responding to hate and bias incidents in New York State.• Serve as liaison for the agency in state-wide events.• Build and maintain relationships with external partners, local human rights commissions, volunteers, and community-based organizations.• Support event planning, public outreach and vendor coordination related to HBPU Youth Initiatives activities, Regional Council activities and other HBPU programming as needed. • Attend meetings, representing higher level staff as necessary.• Other related duties as they arise.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).Six years of professional experience in a position where the primary (50% or more) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services. Qualifying professional experience includes, but is not limited to, professional experience in corporate, nonprofit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations. An associates degree may be substituted for up to two years of the above experience. A bachelor’s degree may be substituted for up to four years of the above experience.For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
