This posting is in anticipation of the vacancy of position 60023094.

This position will assist the Division Maintenance Engineer in the planning, organizing, directing, and monitoring of all maintenance operation activities in the Division to provide a safe and efficient highway system. It will provide technical guidance and administrative assistance on a division wide basis for engineers and supervisors, assist CME's in development of multi-year pavement preservation and resurfacing plan utilizing proper application of treatment types to maximize efficiency, aid in the planning, implementation and monitoring of the Division's Highway Maintenance Improvement Program (HMIP), monitor the Division's delivery rates of maintenance operations through the Maintenance Dynamic Plan, monitor and pursue consistent unit costs throughout Division for maintenance operations, monitor equipment utilization and pursue a proper sized Division Fleet, monitor the legislatively imposed time restrictions in addressing citizen concerns through our CARS system. Receives and responds to customers, both internal and external, and facilitates solutions to meet the needs of all parties as applicable.

General knowledge of professional engineering theory, techniques, practices, and procedures; skills in applying this knowledge. Ability to apply general knowledge of local, state, and federal regulations governing the area of work. Should possess knowledge of general office procedures, operation of various office machines, as well as general computer software applications such as MS Word, MS Excel, MMS, PMS, BMS, ArcGis and SAP.

This position is in the Division Office in Buncombe County, NC.

  • Experience in leading multiple projects and scheduling and directing multiple work crews.

  • Thorough knowledge of NCDOT programming, planning, scheduling, and funding procedures.

  • Experience assimilating large amounts of data to properly plan, prioritize, track progress, and monitor various projects and programs within the NCDOT.

  • Thorough knowledge of principles of civil engineering as it relates to the design, construction, and maintenance of the highway system.

Ability to identify and address quality of work and performance improvement issues for the unit. Ability to base judgments on facts and reasoning and ensures that the work conducted follows local, state, and federal regulations and standards. Ability to identify problems, report potential problems, and assess options. Ability to communicate and implement new policies and procedures. Ability to communicate with individual work units, organization, external customers, and the public on program elements and/or engineering/architect resources. Ability to disseminate information on changes in policies, procedures, and protocols. Ability to prepare and organize written reports; may require ability to review written reports; ability to guide staff in providing appropriate documentation to support conclusions. Ability to acquire basic understanding of working relationships with co-workers and others to achieve work goals. May require ability to act as representative to the media.

Minimum Education and Experience Requirements

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
