Phoenix Group of Virginia Project Coordinator CVN Delivery - SBIR TO1 in Chesapeake, Virginia

Phoenix Group of Virginia seeks an experienced Navy Project Coordinator for CVN Delivery to support the Program Executive Office Aircraft Carriers (PEO Carriers) new construction and transition programs. This position helps PEO Carriers manage the ships transition from new construction to an in-service, mission-ready Fleet asset.The Navy Project Coordinator for CVN Delivery liaises between the Program Office, Supervisor of Shipbuilding Conversion and Repair, Newport News (SOSNN), Huntington Ingalls Industries - Newport News Shipbuilding (HII-NNS),Commander Naval Air Forces Atlantic (CNAL), the Navy Board of Inspection and Survey (INSURV) and Ships Force to prepare the ship and crew for acceptance by the Navy. An exceptionally qualified candidate has previous experience in delivering Navy ships, and understands contractual and programmatic requirements, tests and trials processes, and fleet acceptance approaches.

Duties include:

Support PMS 378X Waterfront Principal Assistant Program Manager (PAPM) and PMS 378P CVN 79 Production PAPM in understanding the material condition of CVN 79 as the ship is readied for delivery and Navy acceptance, focusing on the accumulation of shipboard deficiencies captured and described in multiple sources and databases, including but not limited to: Builders and Acceptance Trials Cards, government system certifications and inspections, System Operations and Verification Tests (SOVTs), Type Commander visits and assessments, equipment shock installation inspections, and Pulse Current Injection inspections.

Support Crew Readiness to conduct INSURV-related demonstrations via liaison with INSURV coordinators in Ships Force, SOSNN and INSURV staff.

Support PMS 378X staff in preparations to record Builders and Acceptance Trials deficiencies and conduct effective Trial Card screening conferences.

Support PMS 378 in execution of the CVN 79 Delivery Management Plan and impacts due to projected and actual incomplete work at ship delivery.

Support PMS 378, SOSNN and Type Commander staffs in planning and executing SECNAV- and OPNAV-directed ship acceptance processes.

Position Requirements:

  • Education: Bachelor of Science in Engineering

  • Military Experience: Senior Navy experience in ship construction and delivery

  • Skills:

``` - Extensive project and program management with Project Management Professional (PMP) practices readily used.

``` - Translate private shipyard work, reports and metrics to Navy and contractual requirements and terminology.

  • Master knowledge and understanding of engineering concepts and applications to render technical advice for options to resolve open/incomplete work items.

  • Excellent industrial work scheduling and planning for multiple trade skills.

  • Perform in a fast-paced, high-pressure, multi-tasking environment.

  • Develop and deliver reports, interact comfortably and appropriately with all military ranks and civilian leaders.

  • Proficient in Microsoft Outlook, PowerPoint, Word, Excel, Access and Project software applications.

  • Anticipate problem areas and rapidly develop plans to solve issues, improve communications, and/or reduce project/program risks.
