Hiring Range: $57,400.00 - $61,150.00 annually (salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

Performs a variety of accounting functions including reconciliation of El Paso County transactions in the Statewide County Financial Management System (CFMS), Colorado Benefits Management System (CBMS), and County JD Edwards financial system. Gathers, interprets, analyzes, and provides fiscal analysis recommendations and reports. Coordinates and maintains regular communication with Accounting and Finance personnel regarding coordination of financial data and reports.

Essential Duties/Responsibilities

  • Provides expert level leadership and technical expertise to employees responsible for Health & Human Services (HHS) receivable activities including parental fee assessment, recovery, IV-E eligibility, Medicaid accounting functions, Health Department clinic deposits, contract deposits and recovery, and Health Department accounts receivables.

  • Conducts interviews with parent(s); collects income information for assessing parental fees based on child support guidelines.

  • Initiates and refers all child support cases to the County Attorney's Office for court orders regarding child support obligations; prepares legal documents, motions, audits, and affidavits for child support court hearings; testifies in court hearings.

  • Reviews and verifies foster care collections and checks for accuracy and completeness; recalculates parental fees based on current income and placement status.

  • Initiates and monitors foster care accounts receivable for processing; reviews accounts for accuracy and completeness.

  • Assists with internal audits, providing backup during the supervisor's absence and completing special projects assigned by the supervisor. Assists with Federal, State, and County audits; prepares documents as needed for review.

  • Determines and prepares General Ledger journal entries in CFMS and the County financial system; monitors reconciliation of the two systems.

  • Understands and interprets State policies, rules, and regulations to ensure compliance of the Accounts Receivable team.

  • Prepares audits of accounts for the agency, attorneys, clients, and the court.

  • Monitors foster care payrolls for cost-of-care versus actual; initiates trust accounts for foster care children when income exceeds the cost of care.

  • At the direction of the supervisor, may plan and facilitate HHS and A/R employee meetings to discuss current and/or relevant information to best facilitate the assigned work.

  • Participates in various meetings with Program, County staff, or State department staff to discuss issues, problems, and solutions. Participates in staff development training and various general agency projects and activities.

  • Assists with training the A/R team; provides feedback and assistance with cross training of responsibilities.

  • At the direction of the Supervisor, plans and facilitates employee meetings to discuss current and/or relevant information to best facilitate the assigned work.

  • May serve as back up to the supervisor in his or her absence.

  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities:

  • Working knowledge of Microsoft Office programs, including Word, Excel, and Outlook.

  • Knowledge of computerized accounting system and practices.

  • Ability to lead, manage, and train others; ability to objectively review, evaluate, and document the performance of employees.

  • Ability to communicate both verbally and in writing and work effectively and positively with co-workers, management, other County staff, vendors, and the general public.

  • Ability to operate standard office equipment such as computers, printers, copiers, calculators, and telephones.

  • Ability to maintain confidentiality.

  • Maintain regular and punctual attendance.

Required Education and Experience:

  • High school diploma or equivalent education.

  • Must have completed course work and/or have working knowledge of IRS guidelines and regulations.

  • Minimum five years of accounts receivable experience.

  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Associate's degree in business, accounting, or related field.

  • Three years of directly related experience with El Paso County preferred.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are conducted primarily in an office environment, some travel may be required.
