This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit The Division of Transportation Development (DTD) is the primary office responsible for planning, environmental, and traffic analysis programs within the Department. The new Office of Administration within DTD will consolidate administrative and support tasks division wide to ensure compliance with federal, state, and department regulations, provide a resource to division program staff on administrative and financial matters, and liaise with personnel in the Division of Accounting and Finance regarding DTD specific administrative and financial matters.

About the Position

The Assistant DTD Director for Administration position acts as the primary business liaison to CDOT s Division of Accounting and Finance, including the Office of the CFO, Center for Accounting, Office of Financial Management and Budget, and the Center for Procurement and Contract Services. The position is responsible for ensuring compliance from all staff within DTD with financial and budgetary policies and procedures including State Fiscal Rule. This position and its branch will operate in part as a division-level extension of the Division of Accounting and Finance, with an indirect reporting relationship to the Chief Financial Officer.

This position will be responsible for the development of the DTD budget, the creation and management of the DTD Work Program, management of division wide procurement processes, and development of division wide standard operating procedures.

This position will also serve as secretary to the Nonattainment Area Air Pollution Mitigation Enterprise (NAAPME) ensuring meeting minutes are completed, board decisions are signed off and board documents are properly archived and available to the public.

Major duties and responsibilities include, but are not limited to:

Supervises the staff members of the division's administration branch and provides guidance and direction to all employees in division on matters of administration and finance, to division wide procedures, the division budget and procurement priorities; Monitors the work of subordinates for quality control and efficiency; coach, mentor and train the administrative staff on the duties of the branch; Makes strategic decisions for the division in regards to how employees in other areas of t e division have been in compliance with state and federal fiscal rules and division procedures; Develops the division's annual budget requests in coordination with the development of the division's work program; Coordinates with the Office of Financial Management and Budget (OFMB) to submit budget actions for approval by the Division of Accounting and Finance (DAF), and track and manage funding pools and other sources of State and Federal funds used within DTD grant programs and annual work plan; Reviews budget projections and analyzes operating, staffing and program needs; recommending changes in resources as it relates to annual allocations including OpenGov entries and adjustments; Tracks expenditures division-wide and in all programs, including development of standardized processes and ensuring information regarding expenditures is
