DEPARTMENT INFORMATION:

This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit

The Office of Innovative Mobility (OIM) focuses on increasing multimodal transportation options to help decrease congestion and emissions and improve safety and efficiency on our roadways. The Office focuses on four key transportation areas: electrification, mobility services, mobility technology, and transit and rail. Each key area provides policy and strategic guidance throughout CDOT and the State of Colorado to improve the safety and efficiency of our roadways by leveraging both traditional and new and emerging technologies.

The Finance and Administration team within OIM consolidates administrative and support tasks office-wide to ensure compliance with federal, state, and department regulations, providing a resource to program staff on administrative and financial matters, and liaising with personnel in the Division of Accounting and Finance regarding OIM specific administrative and financial matters.

About the Position

This Budget Manager leads the budget planning and execution functions of OIM and provides oversight and execution of the Office s Federal Transit and Federal Highway Administration funding. This includes revenue forecasting, budget formulation, budget execution, grant management, expenditure analysis, performance budgeting, legislative fiscal analysis, ensuring maximum use of federal funds and minimizing impacts of fund lapses.

Your duties and responsibilities will include, but are not limited to, the following:

Create, direct, and coordinate all activities related to building, managing, and reporting on OIM s budget.

Oversee the management and execution of the overall Federal Transit Administration funding and related procedures, along with Federal Highway Administration Funds administered by OIM.

Lead and manage all project program and budget functions and processes within the Office, including federal and state funds management using the Federal Transit Administration (FTA) TrAMS system, CDOT s COTRAMS system and any successor systems.

Oversee the budgeting process, which includes planning, organizing, preparing, analyzing and reviewing: revenue forecasting, resource allocation, legislative analysis, budget supplements, budget transfers, annual financial reporting, emerg ncy budget requests, decision items, cash forecasting, budget performance management, budget transparency.

Analyze the Office s spending patterns and make recommendations regarding efficient and effective organization of the budget.

Provide financial and fiscal analysis for any new initiatives, legislative proposals, or OIM projects. Lead response efforts when receiving requests for financial information. Determine cost estimates for any new programing or new initiatives, this includes fiscal note responses for proposed legislation.
