CCCS is governed by a12-member board (https://cccs.edu/about/governance/#board) called the State Board for Community Colleges and Occupational Education (Board). Ten board members are appointed by the Governor and confirmed by the State Senate. There is one board member for each U.S. congressional district, plus two at-large members. No more than five members may be from any single political party. They have staggered four-year terms. The remaining two seats on the board are held by a community college faculty member and a student representative who serve in non-voting capacities for one year each. The CCCS Chancellor reports to the Board.
The Colorado Community College System is the state’s largest system of Higher Education. CCCS has 13 unique colleges and more than 35 locations across the state. Since its inception in 1925, the System has been committed to providing accessible and affordable education. The System educates 124,000 students every year. The economic impact of the CCCS is $5.8 billion annually, which is roughly equal to the creation of 98,100 jobs.
Description of Job
The Chancellor is the chief administrator and academic officer of the Community College System (CCCS) with responsibility for the operation of the 13 System Community Colleges, and the overall supervision of the System Office staff in alignment of the Board’s approved strategic plan,Transforming Futures (https://cccs.edu/strategic-plan/) . This includes setting budget priorities and managing the system’s budget to best meet organizational goals and strategies. The Chancellor is also designated as the Director of Community Colleges and the Director of Occupational Education pursuant to 23-60-104 (2)(a)(l) of the Colorado Revised Statutes of 1973, as amended.
The Chancellor serves as the primary representative and Secretary of the Board before federal and local legislative bodies, the Colorado Commission on Higher Education, the press, constituent advisory councils, and other entities. They direct and coordinate the legislative program for the System and have responsibility for the administration of Board policies and implementation and administration of state and federal laws and regulations applicable to the operation of the System.
As the chief academic officer of the System, the Chancellor provides leadership for the five statutory missions of community colleges: Access, Career and Technical Education, transfers to four-year institutions, Basic Skills, and Work Force Development. They maintain quality academic and occupational programs developed in consultation with college presidents, faculty, staff and students and develop program linkages among community colleges, occupational education programs, and other college, university, secondary, or post-secondary delivery systems in Colorado.
