National Park Service Wildlife Biologist in Fairbanks, Alaska

Summary This position is located in Yukon-Charley Rivers and Gates of the Arctic National Park and Preserve in the Cultural and Natural Resources Division. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service. Government housing is not available. Responsibilities As a GS-11 Wildlife Biologist, the incumbent serves as a technical advisor in wildlife biology for the parks and is responsible for program development and implementation for wildlife resources and their habitat requirements, sensitive species, and non-native and pest animals. Major duties include: Conducting data analyses and synthesis of ecological data using contemporary methods and modelling approaches. Producing written peer-reviewed journal publications and technical reports. Delivering oral presentations for scientific audiences and the public. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to 7 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1) 18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-07/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. BASIC REQUIREMENT: To qualify for this position at the GS-11 grade level, you must possess at least one of the following basic requirements for the Wildlife Biology Series 0486: Degree: Must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological science that included: (1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and (2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and (3) at least 9 semester hours in botany or the related plant sciences. You must provide a copy of your transcripts. - OR - Education and Experience: Must have a combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as described above, plus appropriate experience or additional education. You must provide a copy of your transcripts and hours worked per week. - AND - In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performs and has experience with live capture of either mammals or birds for the purpose of measuring animal community dynamics, such as tagging, anesthetizing, or attaching tracking instrumentation (e.g. radio or satellite transmitters or other electronic data collectors); prepares specific action plans, in cooperation with supervisor or a higher graded specialist, needed to protect and manage species and populations of special management concern such as threatened or endangered species or to control exotic or feral species; develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative park management strategies in regards to Wildlife biology; and prepares management and scientific reports regarding the results of protection, mitigation, restoration, reintroduction, inventory, monitoring, and research activities and makes recommendations to supervisor on problems found. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree -or- Ph.D. or equivalent doctoral degree in a field of study directly related to the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. Alaska currently does not have a state income tax. In the event of an accident while traveling in a government aircraft, the payable benefits of a private life insurance policy may be affected.
