U.S. Army Communications Electronics Command Management and Program Analyst in Fort Cavazos, Texas

Summary This position may be filled as a term appointment not to exceed 13 months. If the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of 8 years. About the Position: Serves as a Management and Program Analyst for Communications-Electronics Command, Life Cycle Management CTSF (DA). Responsibilities CTSF is seeking a skilled, proactive, and innovative S1 - Human Resource Officer to support the Director and primary staff with planning, managing, and leading daily HR operations. Provide information, advice, and guidance to managers and employees on a broad range of HR issues/functions in all areas of HR subject matter expertise including human resources practices and policies. Serve as point-of-contact for resolving issues raised by management and staff by conducting research and providing interpretations of the appropriate HR laws, regulations, policies. Maintain electronic HR records such as personnel actions and organizational and position transactions to ensure accurate and up-to-date data and participate in special HR projects. Develop and present written and oral briefings to internal and external customers on HR issues and explain complex information to leadership and stakeholders in a clear and consistent manner. Remain informed and knowledgeable of new or revised laws, regulations, policies, procedures and operational practices; interpret implications of changes and revisions and recommend new or revised program requirements. Execute civilian personnel management functions in such areas as recruitment, classification, performance management, awards, time keeping, and Army Records Information Management System. Maintains liaison with Higher HQs G1, CPAC, and the Human Resources Command (HRC) to obtain, clarify, or submit information pertinent to HR issues or special assigned projects. Provide guidance, oversight, and/or administrative support on benefits and entitlements, professional development, management and employee relations, career programs, and equal employment opportunity. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Execute civilian personnel management functions, such areas as, recruitment, classification, performance management, awards, time keeping, and Army Records Information Management System; 2) Provide guidance to management, employees, and new hires in accordance with regulatory and policy guidelines; 2) Analyze data from manpower studies to prepare written reports for higher management; 3) Utilize various human resources automated systems to process hiring actions and other related HR processes; 4) Develop and present written and oral briefings to internal and external customers on HR issues; 5) Assist management with resolving recruitment and personnel problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service (Clerical/Technical) Planning and Evaluating Quality Assurance CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 05; this position is subject to an internal organization control point at the NH-03.This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 05 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Management and Program Analyst is $86,962 to $98,555 including locality at the rate of 16.82%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position. The control point for this position is GS-12 step 05. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Position may be filled as a term appointment NTE 13 Months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Position may be made permanent without further competition. Upon selection, the selectee must sign a TERM memorandum of understanding (MOU). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
