Description of Work Unit

The Division of Title IX and OEO is committed to Colorado State University’s values and Principles of Community by promoting the health and safety of the University community and fostering the health, well-being, and successful experience of community members. Our purpose is to support university community members during the conduct of complaint investigations and conduct impartial, objective, and equitable investigations of complaints of sexual assault, sexual misconduct, and interpersonal violence. The Office is also responsible for training university community members on Title IX and responsible employee reporting obligations, how to prevent, identify, and report sexual harassment, sexual misconduct, gender discrimination, and gender-based violence. The office also connects those affected by sexual harassment, sexual misconduct, gender discrimination, and gender-based violence with university and community resources and support.

Position Summary

The Division of Title IX and OEO is seeking an Assistant Director of Civil Rights for ADA Equity to provide daily over site of University ADA access and accessibility compliance, including the ADA accommodation process for university employees, pregnancy accommodations (Title IX and employees), guidance around physical infrastructure, provide training to university community. Upholding strict confidentiality standards and utilizing independent judgment and strong analytical reasoning skills are essential. This position reports to the Executive Director for Civil Rights Compliance. This is a 12-month full-time administrative professional position.

Required Job Qualifications

  • Bachelor’s degree in a relevant field

  • 5 years of experience leading and coordinating ADA compliance efforts;

  • Subject matter expert in the Americans with Disabilities Amendments Act, Rehabilitation Act of 1973, and other relevant laws, regulations, case law, and guidance;

  • Expert proficiency in providing consultation and coaching for administrators, managers, supervisors, staff, faculty, and members of the public;

  • Applied experience implementing ADA compliance measures, policies and procedures, equal opportunity, affirmative action, harassment prevention and nondiscrimination;

  • Prior experience providing outreach, educational programming and developing resources for a variety of audiences;

  • Prior experience conducting investigations and responding to complaints of harassment and discrimination;

  • Interest in collaborating and communicating with all levels within a decentralized, large organization.

Preferred Job Qualifications

  • A Juris Doctor or Master’s degree. Preference for degree in a field demonstrating work with affirmative action, equal opportunity, equal access and disabilities.

  • Experience with mediation, facilitation or conflict resolution techniques.

  • Certification as a workplace mediator.

  • Comprehensive knowledge of federal and Colorado state laws, regulations, executive orders, court decisions, and issues in the areas of equal employment opportunity, equal access, affirmative action and disabilities.

  • Experience drafting policies aligned with state and federal laws and regulations.

  • Work experience in an institution of higher education or a large and complex organization.

  • Experience working with a database tracking complaints.

  • Experience with Title IX laws, particularly around pregnancy related matters.

  • Serve as a subject matter expert in access and barrier concerns and partner with campus contacts for brainstorming and solutions finding.

  • Provide education to campus partners about access, resources.

  • Serve as lead facilitator of all workplace accommodation requests.

  • Engage in standing meetings with partners to ensure continued communication and updates (HR, SDC , facilities, and other campus partners).

  • Provide guidance, consultation, and assistance regarding the University’s ADA employment responsibilities, including hiring, recruitment, discipline, termination, promotion, accommodations, etc.

  • Provide pregnancy accommodations and/or adjustments for students and employees in accordance with Title IX, guidance around physical infrastructure, and as necessary assist with training for University community

  • Student Academic Accommodations -Collaborate with the Student Disability Center ( SDC ) regarding student accommodation issues which need to be escalated for resolution.

  • Documentation- Maintain accurate case files in real time. Be able to provide immediate and accurate updates regarding ongoing and past matters.

  • Participate in the University’s Accessibility Committee which provides resources to remove or manage barriers individuals with disabilities may experience.

  • Review design, schematic, and construction plans for new buildings, renovations, or other construction projects. Provide input and suggestions for physical accessibility and inclusion.

  • Meet with requestors to discuss any barriers, review the physical site if appropriate, and discuss possible alternative accommodations.

  • Conduct site visits and accessibility surveys of buildings or locations if requested or a barrier is identified. Work with appropriate campus partners to resolve any ADA issues identified.

  • Provide guidance on questions relating to physical accessibility and application of the ADA Accessibility Code

  • Provide guidance on emergency response protocols and policies. Work with individuals to create individual emergency plans.

  • Provide ADA guidance when variances from the building codes are sought.
