Summary About the Position: Located XVIII ABN CORPS SENIOR CDR AUG Fort Bragg, North Carolina. Fort Bragg is a culturally diverse area with rural and city populations, co-located at Fayetteville, NC centrally located in the beautiful state of North Carolina, which enjoys a temperate year-round climate and world-renowned colleges and universities. Responsibilities Reconciles and analyzes the status of funds reports and related subsidiary reports and general ledger balances for fund holders. Researches, analyzes, and maintains the actual expense to forecasted expense for assigned cost collectors. Researches, reconciles, and correct errors identified in the edit and reviews installation generated status of allotment, reimbursement, and supplies. Provides management accounting reports as a part of total accounting analysis and evaluation. Identifies procedural problems and exception trends that do not support established objectives. Resolves discrepancies between unit accounting and financial managers records resolving any issues. Advise financial managers and management on satisfying regulatory requirements, fiscal responsibility, reprogramming of funds and unmatched transactions Incumbent analyzes systems to resolve the impact of program operations on accounting problems of above-average difficulty. Manages internal controls, corrects errors and maintains documentation. Provides professional accounting advice and assistance to unit fund holders and financial managers on status of funds and accounting trends. Maintains and controls accounting system edit files. Basic Requirement for Accountant: Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09: One year of specialized experience which includes 1s locating and resolving accounting transaction problems in accounting systems; compiling and verifying the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions; and using accounting and auditing skills to maintain oversight for implementation of appropriate laws, directives, and regulations of internal control programs and procedures. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
