PDCN: T5012000 Selecting Supervisor: Bonnie Wickham Responsibilities Supports the psychological health team in developing and executing an annual BH program strategy. Determines program priorities, gaps, and means to meet annual goals. Supports the development and annual review of written standard operating procedures governing the BH system of care. Responsible for psychological health promotion, implementation of BH programs, and evaluation activities. Formulates strategies to generate interest, acceptance, and participation by organizational partners, community partners, and NG Soldiers and family members. Serves as primary advisor on methods to successfully reduce stigma and market psychological health programs. Develops relationships with military and community groups to enhance prevention efforts and expand available BH resources. Builds networking processes. Builds a community provider directory. Develops an extensive array of BH resources, associations, and community partnerships available to support NG soldiers and families. Participates in community activities to: (1) build prevention efforts, (2) learn/influence community problem-solving, and (3) forge community connections that promote psychologically healthy lifestyles within the NG. Participates in relevant committee meetings in an effort to provide input and obtain information related to psychological health issues. Collaborates with other disciplines and programs concerning family support, resiliency, suicide prevention, sexual assault, and substance abuse. Participates in community outreach and prevention initiatives professionally and appropriately. Coordinates and implements prevention and education programs. Conducts comprehensive needs assessments and Strengths, Weaknesses, Opportunity, and Threat (SWOT) analyses that form the basis for program development activities. Creates action plans to: (1) meet the needs of service members and (2) address treading BH concerns. Develops and provides access to primary prevention services to inform and educate leadership and the NG community at large about the dynamics, treatments, and behaviors associated with psychological illness. Briefs and seeks support from commanders, senior leadership, and key personnel on prevention issues and prevention activities. Educates stakeholders on methods to improve life-skills, coping, and overall wellness. Conducts clinical screening, evaluation, and consultation services. Applies professional knowledge of the principles, theories, procedures, and practices of social work to clinical duties in accordance with applicable DoD guidelines. Screens records/personnel and makes administrative recommendations for security clearances and Positions of Significant Trust and Authority (POSTA). Conducts annual BH screenings to determine medical readiness. Conducts pre-mobilization and post-mobilization screenings. Provides BH guidance and consultation to soldiers, leaders, and military/community partners. Completes comprehensive assessments under guidelines of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association. Builds efficient processes to manage BH referrals and case management services. Builds evaluation process concerning timely and appropriate: (1) contact with soldiers, (2) collection of required documents and release of information, (3) follow-up communications, (4) timely connection with BH and support services, (5) case documentation, and (6) quality assurance feedback from clients. Uses current and future ARNG systems of record such as Behavioral Health Data Portal (BHDP), MEDCHART/eCase, Behavioral Health Reporting Tool, E-profile, and DoDSER, as appropriate. Continually seeks way to improve case management processes. Supports the surgeon's office as the subject matter expert concerning BH readiness and return to duty determinations. Conducts population-based behavioral health surveillance to examine trends and further develop targeted prevention and mitigation strategies. Participates with the State Surgeon's team to monitor BH program metrics. Develops and monitors provider utilization metrics, service member experience data, and psychological health outcomes. Responsible to collect population-level data including distribution of service members by demographics (age, gender/sex, education level, race/ethnicity), service characteristics (time in service, rank, unit mission), and deployment characteristics (frequency/duration of deployments, combat exposure). Provides consultation, education, and training to military and non-military health care professionals concerning behavioral health policy, psychological fitness, and primary and secondary prevention programs. Aims to expand competencies of NG providers. Trains providers on psychological health matters, resources, and interventions to increase wellness and psychological readiness. Evaluates training opportunities and professional development activities for state medical and BH teams. Performs other duties as assigned. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12 - Must have 24 months of experience in clinical social work assignments, of which 12 months must be equivalent to at least the next lower grade level, GS-11. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Knowledge of social work theories, principles, techniques, and resources. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Supports the development and annual review of written standard operating procedures governing the behavioral health system of care. Develops and provides access to primary prevention services to inform and educate about the dynamics, treatments, and behaviors associated with psychological illness. Builds efficient processes to manage behavioral health referrals and case management services. AND Education - Must have at least a Master's degree in Social Work from a graduate school of social work accredited by the Council on Social Work Education (CSWE) and acceptable to The Surgeon General. NOTE: You must submit a copy of your transcript in order to be considered. AND Clinical License - Must have a current, unrestricted State license. NOTE: You must submit a copy of a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands to be considered. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Knowledge of the principles, policies, program goals and methodology of the National Guard quality of life programs, including factors that affect work and leisure environments, to identify family issues that require exploration, development, and resolutions, and determines appropriate methods and resources such as referral to social service programs and agencies, to provide information about National Guard assistance programs, to gather and analyze information on problems and difficulties of obtaining assistance using the current system, to provide programs that address such problems, and to recommend action to improve the system. - Knowledge of various analytical techniques to conduct projects and studies to evaluate program effectiveness and efficiency. Knowledge of evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the ANG Family Program sufficient to recognize and define social problems, to reach accurate conclusions, and to measure and improve human services program effectiveness and productivity, and make recommendations for program improvement. Knowledge of project management and analytical study techniques to conduct studies concerning the efficiency and effectiveness of program operations. - Skill in evaluating various operational alternatives and developing recommendations for management consideration. - Ability to develop solutions based on findings of projects and studies. Ability to provide recommendations to unique and unusual issues or problems with multiple variables in order to assist family members. - Ability to provide briefings and orientations to family members and volunteers. - Ability to enhance and maximize the volunteer capability to support the family program with active volunteer services and maintaining records of volunteers for base family activities, particular services and specialty expertise. - Skill in establishing and maintaining effective working relationships using tact and diplomacy in interacting with individuals/families and program support representatives. - Skill in using various computer software database, spreadsheet and word processing. - Ability to collect, evaluate, and disseminate information and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures. - Ability to communicate effectively both orally and in writing. Education Additional Information -Must be able to obtain and maintain privileging for the DOD/AFMS/ANGMS IAWDHA PM 6025-13 Vol 4 and DAFMAN 44-119. Must maintain credentialsrequirements at all times (i.e. current and unrestricted state license, BLS,clinical competencies, etc.) IAW DHA PM 6025-13 Vol 4 and DAFMAN 44-119.Pen & Ink update: Charda Bright, NG-J1-TCPC, Date: 6 Jul 22 - If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa, T32 to T5 or vice versa), the nature of action will be Excepted Appointment (Indefinite).
