Brown County Department of Job and Family Services Benefits and Fraud Specialist in Georgetown, Ohio

Brown County Department of Job and Family Services is looking for a Benefits and Fraud Specialist to ensure the proper use of public assistance programs. A Benefits and Fraud Specialist is to review referrals and conduct investigations on all reports of possible fraud with the goal of prevention, detection, and prosecution for public assistance in the following programs: Supplemental Nutrition Assistance Program (SNAP); Temporary Assistance for Needy Families (TANF); Medicaid; Prevention, Retention, and Contingency Program (PRC); Publicly Funded Child Care, and other programs. This Individual further assists with administering emergency assistance and the collection of public assistance overpayments.  

An effective Benefits and Fraud Specialist has the ability to work diligently to help maintain smooth office operations. This Individual must be reliable and hardworking with great communication skills as well as must demonstrate regular and predictable attendance.

The ideal candidate will also be familiar with office equipment and government procedures.

Responsibilities:

  • Receive and act upon referrals of suspected fraud claims from JFS staff, computer matches, anonymous callers, employers, and concerned citizens.
  • Conduct in-house or field investigations to father information to substantiate allegations of public assistance fraud as well as complete interviews with applicants and recipients of public assistance and makes collateral contacts.
  • Determine eligibility and administer emergency assistance in accordance with the county's Prevention, Retention, Contingency Program.
  • Establish, calculate, and maintain overpayment claims for SNAP, TANF, Child Care, and Medicaid. Advise clients of existence of claims against them, negotiates repayment arrangements, prepares overpayment notices, and resolves discrepancies in overpayment claims or in payment history. Perform the required computer entry to establish and maintain overpayment claims and post payments.
  • Processing Income Eligibility Verification System (IEVS), PARIS, and other various computer alerts.

``` - Prepares public assistance cases for state hearings and testifies for agency in state hearings. - Cooperate with law enforcement agencies during joint investigations, assists Prosecuting Attorney's office, and testifies for the agency in court when necessary. Prepares all necessary verifications and prosecution summaries. - Complete benefit recovery reports, maintain statistics on benefit recovery activities, and complete all postal inquiries and subpoenas. - Process case work to support the unit as necessary including the issuance of replacement SNAP benefits and monitoring of Federal Tax Information (FTI) records.

``` - Maintain files and records so they remain updated and easily accessible. - Uphold client confidence and protect operations by keeping information confidential. - Utilize office appliances such as photocopier, printers, scanners, etc. - Perform other office duties as assigned.

Requirements:

  • High School Diploma or GED required. Associate or Bachelor's Degree preferred.
  • One (1) year experience in JFS unit involved in determining eligibility or public assistance (SNAP, TANF, Child Care and Medicaid) or one (1) year recent work experience or a combination of education and training which provides the required knowledge, skills and abilities.
  • High degree of accuracy and attention to detail.
  • Excellent communication skills.
  • Ability to adapt to constant elements of change.
  • Quality organizational skills and multi-tasking abilities.
  • Basic math and budget calculation skills.
