Diego Garcia is a remote, tropical island in the Indian Ocean with a Naval Support Facility that serves as the base of operations, maintenance and logistical support for operational forces forward deployed to the Indian Ocean and Persian Gulf areas. KBR provides a wealth of services to keep the base running and mission ready.

The Assistant Fire Chief (A/C) of Training will:

  • Be on standby for emergency recall for emergencies and to assume command as the incident safety officer, staff EOC and/or any duty assigned.

  • Manage, develop, and direct a continuous training program, including all aspects of Fire Services.

  • Consult with the other Assistant Chiefs to plan and conduct scheduled/unscheduled training.

  • Acquire the necessary training references materials, props, and training aids to maintain a viable program.

  • Prepare and submit annual training budget to the Fire Chief.

  • Prepare lesson plans and schedule classes to ensure compliance with applicable standards and regulations.

  • Conduct classroom instructions as well as “hands on” training.

  • Conduct announced and unannounced emergency drills to ensure emergency response readiness.

  • Be a member of the department’s NFPA 1500 committee.

  • Ensure all training is conducted safely in accordance with NFPA standards and applicable instructions.

  • Complete oversight of the DOD Firefighter Certification Program.

  • Enroll firefighters and schedule end of course testing with the Test Control Facility.

  • Complete and submit certifications packages through the DoD Fire Fighter Certification Administrator.

  • Attend government meetings, brief government officials, and others, regarding the operations of the training, and lessons learned during installation exercises and real-world events.

  • Counsel firefighters and supervisors regarding training deficiencies and implement a corrective action plan.

  • Ensure quality management of all department training from department instructors by randomly evaluating instructors in their performance.

  • Post a monthly training schedule with classes and instructors.

  • Prepare the annual training plan in a timely manner.

  • Write and update lesson plans, COP’s, SOP’s and SOG’s for all assigned areas.

  • Comply with all department and company rules, instructions, and standard operating policies.

  • Comply with all safety rules and policies; safety infractions are reason for termination.

  • Directly supervise, write employee evaluations, and make recommendations for hires and promotions.

  • Be Responsible for cost control measures of assigned employee’s overtime.

  • Be subject to mandatory over-time and recall.

  • Be directed by the Deputy Fire Chief and/or Fire Chief.

  • Perform other duties as assigned.

REQUIREMENTS

  • Must be a U.S. Citizen.

  • This position requires 48 hours of work per week, with flexibility to work nights, weekends and holidays as needed to complete staffing requirements.

  • Must have a High School Diploma, Technical School, Associate’s or Bachelor’s degree is preferred.

  • Must have at least 3 years of experience as an Assistant Fire Chief for Training in a fire operations program of size and scope to that required on Diego Garcia.

  • Must have experience at the company officer level with extensive fire instructor background.

  • Requires excellent time management skills to effectively manage all training programs, staff, and reports.

  • Must become certified to operate the live fire training facility, mobile aircraft fire training device (MAFTD) and or fixed aircraft live fire training mock-up.

  • Must pass overseas medical screening and be in good health; fit for duty.

  • Must have psychological pre-employment testing.

  • Must speak, read, write, and understand the English language fluently.

  • Must be able to remain calm and think clearly under stressful circumstances; continue to multi-task.

  • Must have experience with computers and be proficient with Microsoft Office products.

  • Will be subject to random drug testing.

  • Must pass physical IAW NFPA 1500 & 1582.

  • Must participate in the Physical Fitness Program (DoD I 6055.06).

  • Must maintain currency with all local proficiency and ancillary training IAW instructions, SOP’s & SOG’s.

  • Must possess a valid Driver’s License from your Home of Record.

DOD Certifications That Must Completed Prior to Deployment:

  • Must Complete Department of Homeland Security, FEMA course (IS-100, IS-200, IS-300, IS-400, IS-700, IS-800.

  • DoD/IFSAC/Pro Board (Airport Firefighter)

  • DoD/IFSAC/Pro Board (Driver/Operator – Aircraft Rescue and Fire Fighting (ARFF)

  • DoD/IFSAC/Pro Board (Fire Officer I, II and III)

  • DoD/IFSAC/Pro Board (Fire Instructor I, II and III)

  • DoD/IFSAC/Pro Board (Fire Inspector I and II)

  • DoD/IFSAC/Pro Board (HAZMAT Incident Commander)

  • DoD/IFSAC/Pro Board (HAZMAT Awareness)

  • DoD/IFSAC/Pro Board (HAZMAT Operations with Mission-Specific Competencies, Personal Protective Equipment, and Product Control)

  • DoD Approved (CPR – American Heart Association – Health Care Provider)

  • DoD Approved (Emergency Medical Responder)
