Public Works Blue Stakes Technician/Laborer

UNDER THE DIRECTION OF: Public Works Director

The pay range for the candidate is as follows: Public Works Blue Stake Technician/Laborer: $18.00 -- $22.00 per hour

JOB DESCRIPTION

SUMMARY

Blue Stakes Systems. Under the direct supervision of the Public Works Director, locate and accurately mark City utility infrastructure (Blue Staking) using GIS, construction as-builts, utility books, and electronic tracking devices. Coordinate with the Public Works Department, City Inspectors, Contractors, and field personnel as needed to locate city utilities; prepare and maintain departmental maintenance records (iWorq); utilize proper personal protective equipment (PPE); and performs other duties as assigned across all functional areas.

Using ArcGIS, ESRI, email communication, and other appropriate software, update city utility maps as more accurate utility data is observed and collected.

ESSENTIAL FUNCTIONS AND DECISION MAKING

Essential Functions

Responsible for using mechanical/technical equipment to locate underground facilities accurately. Complete assigned work orders, which most often will relate to Blue Stake tickets, relating to locating and marking of the City's underground water/wastewater infrastructure, and determine the best marking method required for the surface and environmental conditions. Assist in ordering parts, keep inventory of Blue Staking supplies, as well as learn and understand Blue Stake's service orders, symbols, and colors in order to provide a timely response.

Occasionally performs utility locates and all necessary tasks associated with utility locates.

Operates and maintains work order and/or line locate request management systems through iWorq work management; and/or Locator LOGIX.

Report progress of work performed; ensure workload is thoroughly completed as assigned.

Perform data entry; update and maintain departmental records and databases; input work order and field data information.

Miscellaneous:

Operate and maintain crew vehicles and equipment; conducts vehicle inspections.

Attend and participate in meetings and training courses.

Perform other related duties as assigned or required to support the City's Public Works team such as park maintenance, city clean up, inventory, utilities support, snow removal, and on-call duties.

Knowledge of Blue Staking equipment and software including GPS Operating Systems.

MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications and experience)

Minimum Requirements

 Education: High School diploma or equivalent.

 Valid Driver's License: Required.

 Necessary Knowledge, Skills, and Abilities: Must have knowledge of electrical, communication, water, stormwater and wastewater utility transmission and distribution systems, their components, and system design. Knowledge of construction standards and practices as they relate to utility installation.

Knowledge of Blue Staking equipment and software including GPS Operating Systems.

Required to perform after hours on-call duties.

Must be able to respond within 1 hour for emergency calls.

Additional coursework from a trade or technical school is preferred.

A valid Utah Driver's License with an acceptable driving record is required.

At least three years of experience operating motorized vehicles & equipment.

Must be at least 21 years old.

Applicants will be required to submit to a criminal background check and drug test.

Effective verbal communication skills are required; one must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, vendors, and the general public.

Must have a working knowledge of the principles, methods, materials, and equipment common to municipal public works operations. Ability to communicate effectively ve bally and in writing.

Must pass a criminal background check.

Physical Demands and Working Conditions

Physical Demands. Requires moderate physical activity. Required to push, pull, or lift medium weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions.

Working Conditions. Work will be performed in an office environment and outdoors with exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high-stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Working conditions also include exposure to heavy equipment, open trenches, confined spaces, hazardous chemicals, and infectious diseases. Utilizes confined space equipment or other personal protective equipment as required. Safety Sensitive Position.
