The Organizational Development and Agency Services Division is seeking a highly motivated Human Resource Analyst 3 to join our team of professionals in a fast-paced, creative, and engaging work environment. In this position, you will act as an Agency Learning Leader, located within the Bureau of Talent Planning and Development (BTPD), Agency Services and Organizational Development Division. DESCRIPTION OF WORK

In this role, you will provide learning and development expertise for assigned Commonwealth agencies. Work includes providing organizational development consultations, conducting training needs assessments, designing and delivering training, evaluating training effectiveness, and creating organizational development plans to address organizational performance gaps. This is an essential position as you will be developing and delivering a broad range of learning opportunities virtually, in-person, and web-based e-Learning designed to ensure individual and organizational performance effectiveness for assigned agencies. You will have the opportunity to collaborate with staff within BTPD for training development design ideas and solutions including brainstorming sessions, pilots, and providing positive and developmental feedback.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 in the area of the parenthetical; or One year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; or Two years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor's degree; or An equivalent combination of experience and training. Other Requirements: This particular position also requires one or more years of full-time experience conducting formal classroom instruction and/or facilitating formal instructor-led training; and one or more years of full-time experience in instructional design and development from conception to completion.
