Job Description
Provide entry level professional human resources services on behalf of Minnesota State's Human Resources Service Center (HRSC) by performing all facets of HRIS transaction oversight including reconciliation and audit activities to ensure all human resource rules, regulations, laws and collective bargaining agreements are appropriately followed. Provide training and work direction for HR Technicians and generate and interpret data reports to ensure accuracy.
PRINCIPLE RESPONSIBILITIES AND RESULTS
Perform overall coordination of the Service Center's HR transactions processes to ensure all employee records are processed in a timely and accurate manner. Provide daily oversight of HR transactional activities of the Service Center through collaboration, open communication and team building to include training and work direction of HR Technicians in basic and advanced transactional duties utilizing available technology and tools. Reviews issues as escalated by HR Technicians and provides direction as to the appropriate course of action to resolve. Review HR processes with an eye toward continuous improvement and make recommendations to maximize HR processes and technology.
Priority: Essential Percent of Time: 55%
Reconcile and audit service center HR transactions for accuracy to ensure data integrity which will inform training and resource needs. Ensure that all human resource rules, regulations, laws and collective bargaining agreements are appropriately followed. Maintain confidential files containing collective bargaining proposals and counter proposals, strategies, costing information and other labor relations information as defined by M.S. 13.37.
Priority: Essential Percent of Time: 25%
Create and interpret reports for operational and strategic use by service center team, system office, and assigned colleges and universities. This includes but is not limited to providing assistance and information for use in the development of a strike plan. Serve as a resource to management team for labor relations information, as defined in M.S. 13.37, used in collective bargaining.

Perform other duties as assigned to ensure the smooth functioning of the service center and the associated campuses.

Minimum Qualifications
· Minimum of 2 years of para-professional human resources experience in such areas as: transactions, payroll, HRIS, benefits, employee/labor relations, or other related HR disciplines. An Associate Degree in Human Resources will substitute 6 months of work experience and a Bachelor’s Degree in Human Resources will substitute 1 year of work experience.
· Demonstrated ability to provide work direction including the ability to develop employee training materials and/or facilitate training.
· Knowledge of federal and state employment laws and collective bargaining unit agreements sufficient to ensure daily work complies with laws.
· Knowledge and experience with HRIS Systems.
· Demonstrated customer service skills sufficient to effectively build and maintain relationships with internal and external clientele .
Preferred Qualification
· Bachelor's degree in Human Resources or related field.
· Certification as SHRM-CP or SHRM-SCP.
· Reporting skills sufficient to create and interpret HR data reports.
· Human Resources experience working in the Minnesota State system
· Demonstrated experience maintaining and working with confidential material.
