       DIRECTOR OF SPECIAL PROGRAMS P-12

The Director of Special Education reports to the Herkimer-Fulton-Hamilton-Otsego Board of Cooperative Educational Services' Assistant Superintendent for Instructional Services.

The Director of Special Programs P-12 is a member of the Herkimer BOCES Leadership Team. This position is responsible for developing and implementing all special education programs and services for students with disabilities aged 3 to 21 served by Herkimer BOCES in accordance with federal and state regulations and BOCES policies. This includes collaborating with component school and BOCES administrators, teachers, and staff to ensure that programs meet the needs of both our students and Herkimer BOCES component schools.

Essential Duties

  • In collaboration with the Assistant Superintendent of Instruction, ensure Herkimer BOCES complies with all relevant special education laws, regulations, and mandates, such as the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act. Communicate changes in special education legislation and NYSED OSE updates to Herkimer BOCES leadership and assist in implementing procedural changes.

  • Oversee the implementation of Individualized Education Programs (IEPs) for students with disabilities attending Herkimer BOCES Alternative Education, Special Programs, and Technical education programs.

  • Ensure Herkimer BOCES supervisors actively participate in student IEP meetings and communicate regularly with component district CSE chairs, providing critical insight into the development of IEP goals and recommending appropriate programs and services.

  • Ensure Herkimer BOCES supervisors collaborate with other administrators, counselors, teachers, and BOCES work-based learning and school-to-careers staff to provide coordinated activities that lead to positive post-secondary outcomes for all students with disabilities attending Alternative Education, Special Programs, and Technical education.

  • Oversee and facilitate smooth and consistent program enrollment procedures for special programs, including alternative education. In collaboration with the special education Supervisors, oversee related service scheduling, ensuring all students' IEP services are met efficiently and optimizing productivity and employee satisfaction.

  • Collaborate with component district staff, parents, guardians, and community stakeholders to address concerns, provide information, and promote understanding of special education programs and services. As well as foster positive relationships and communication channels to support student success.

  • In collaboration with the Assistant Superintendent of Instruction, assist in developing and managing special programs, preschool, and alternative education program budgets, allocating resources effectively to support program goals and objectives. Monitor expenditures, identify areas for cost savings or reallocation, and advocate for additional funding.

  • In collaboration with the Assistant Superintendent of Instruction, identify and set annual systemic and program improvement goals. With the assistance of the Special Programs Supervisors, collect, analyze, and report data to inform decision-making, identify areas for improvement, and demonstrate progress toward annual goals.

  • Collaborate with other administrators, educators, and support staff to promote inclusive practices and create a supportive learning environment for all students. Participate in multidisciplinary teams and committees to address cross-cutting issues and initiatives.

  • Engage in ongoing professional development to stay current with best practices, research findings, and emerging trends in special education. Continuously evaluate and refine programs and services to ensure they meet the evolving needs of students with disabilities. Act as a leader in the region, supporting the professional development needs of component school district CSE chairpersons and special education staff.

  • In collaboration with Special Programs Supervisors and Alternative Education Principals, ensure FBA and BIP compliance and implementation. In addition, review programmatic behavioral support needs and coordinate appropriate resources.

  • Staff development: In collaboration with the Herkimer BOCES Instructional Support Services, support curriculum alignment and implementation goals, provide needed staff development in special education regulations and best practices, and facilitate the onboarding of new special programs staff.

Qualifications: Certification as a school district administrator or a school district leader is preferred; consideration for school building leader or school administrator and supervisor. Valid NYS driver’s license

Rate: up to $120,000, depending on experience. Benefits and time off per Herkimer BOCES Administrative Association Collective Bargaining Agreement.
