Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number D1167000 and is part of the PA Command Admin Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a PUBLIC AFFAIRS SPECIALIST, GS-1035-09, you will develop news releases and feature articles describing Guard sponsored activities or events, presentation ceremonies, etc. Respond orally and in writing to requests for information from Guard members, member associations, external audiences or special interest groups. Evaluate local media programming on NG events, activities or communication campaigns to identify potential public relation issues with message content or format. Gather data on public reaction to communication campaigns for analyses and evaluation. Prepare and disseminate news releases and feature articles to the media for print. Consult with the pertinent program specialist to obtain the latest information for use in news releases, radio spots, print articles, meetings and electronic broadcasts. Develop semi-technical written materials to educate a specific audience on the nature and purpose of the NG's programs, policies and practices. Develop positive working relationships with state and local government personnel, community or special interest groups or individuals desiring input on state level NG policy, practices or programs. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-bargaining Position AOC 1: NG Employees at the Command Admin Office - Public Affairs Office AOC 2: NG employees in the Command Admin Office (This includes the Command Admin Office, State Surgeon Cell and the Medical Detachment) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: OFFICER: O1-O6 WARRANT OFFICER: WO1-CW5 ENLISTED: E1-E9 Supervisor for this position is Mr. Wayne Hall *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems. SPECIALIZED EXPERIENCE: Applicant must have at least 24 months experience, education, or training involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects. Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
