Function Statement:

The overall function of this position is to manage the Jennings Maintenance Unit, Gang 540, District 07. The position reports directly to the area Parish Maintenance Specialist, Engineering Technician 7. The incumbent must be self-motivated and be able to perform management duties with minimal supervision. Duties entail supervising gang personnel, assessing the parish highway maintenance needs, assigning and coordinating work activities, managing equipment and material inventories, reporting and approving daily work activities, and be available for call-out duty twenty-four hours/seven days per week. Typical work examples for the gang include right-of-way clearing, tree removal, grass cutting, grounds keeping, traffic control/flagging, patching, pothole repair, hot mix paving, and electronically documenting work accomplishments.

The incumbent will participate in the DOTD structured training program, attend all continuing education classes and conferences required to facilitate a safe, effective, and efficient work environment.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

  • Special knowledge, skills, and abilities: Ability to manage jobs and people and possess knowledge of roadways and how to properly maintain them.

  • Required License: Louisiana Class “D” Chauffeur’s License

  • Types of equipment used for the job: Computer, PDA, cell phone, pickup truck

Job Duties & Responsibilities:

50% Manages and coordinates maintenance activities in Jefferson Davis Parish through the gang’s foremen. Confers with the Parish Maintenance Specialist on a routine basis to manage and perform maintenance tasks as well as document and report work accomplishments. Consults with the Parish Maintenance Specialist on a regular basis regarding personnel matters, equipment needs, and work assignments. Confers with the District Training Specialist, District Mechanic Shop Superintendent, and District Business Manager in order to coordinate training needs, schedule equipment repair, and to resolve payroll questions. Collaborates with district wide foremen to coordinate work efforts and material usage between parishes and scheduling work with district wide crews. Consults with the District Safety Officer to ensure accurate reporting of accidents and the proper use of safety procedures.

20% Conducts weekly roadway inspections throughout the parish and prioritizes maintenance work needs. Schedules daily work activities and approves work reports, ensuring that the most effective and efficient methods and resources are used to accomplish the work. Ensures manpower, equipment, and material usage are documented accurately to manage maintenance activities and resources more efficiently.

10% Incumbent confers with state, parish, and city officials, and the general public concerning maintenance needs and complaints. Also works with Law Enforcement and other emergency entities to assist with accidents, traffic control, debris/tree removal, or spills on a 24-hour basis. Available for callouts at any time and promptly responds to homeland security issues, emergency preparedness, as well as evacuation emergencies. Confers with law enforcement personnel during accident investigations.

5% Assists the Maintenance Specialist, Engineering Technician 7, in performing road inspections in order to develop priority lists for roadway rehabilitation needs and provides input related to the quality and maintenance history of routes during the inspections.

5% Ensures proper maintenance and servicing of equipment to maximize life, minimize downtime and promote safe operation.

5% Ensures subordinates are trained in accordance with the DOTD PPM No 59, Structured Training Program. Ensures employees properly apply training techniques out in the field. Conducts weekly safety meetings and ensures that annual Performance Planning and Evaluations are performed and submitted on time.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Four years of experience in the construction or maintenance of public streets, roads, bridges, highways, railroad rights-of-way, levees, airport runways, taxi strips, parking aprons, or parking lots.

Plans and supervises maintenance activities on the state highway system within an assigned parish, utilizing available resources in the most efficient manner to achieve desired objectives in accordance with DOTD quality and safety standards and established policies.

Establishes priorities to prepare work schedules and utilizing inspection reports to ensure efficient use of resources and manpower in making work assignment.

Evaluates performance of subordinates.

Coordinates work performed by district wide crews.

Ensures the proper reporting of activities, manpower, equipment, and material used so that proper documentation can be made.

Assists subordinates with leave record and approves leave.

Coordinates the training program in the assigned parish to ensure that personnel are trained in accordance with department policy.

Responds to requests or complaints by public officials, property owners, and other parties; takes corrective action if warranted.

Responds to emergencies on a twenty-four hour basis in order to protect the traveling public.

Assists the Parish Maintenance Specialist in performing annual road inspections.

Ensures proper maintenance and servicing of equipment to increase life of equipment.
