Summary Incumbent will serve as the full Deputy to the Chief of Environmental Management Service. S/he plans, coordinates, provisions, and directs the Kansas City VA Medical Center's ongoing Environmental Management Service. Duties include, but are not limited to the following: Developing local policies, regulations, and policies pertaining to facility environmental management, as well as mission statements, performance standards and functional and organizational charts as they apply to the service. Evaluating new policies and directives to determine the impact on Environmental Management Services. Assisting in conducting tests and experiments of housekeeping products and equipment to determine which are better and most cost effective. Developing, implementing, and monitoring service-specific customer service standards; ensuring EMS employees are trained in appropriate aspects of customer satisfaction, quality assurance and performance improvements. Overseeing and directing the daily activities of EMS to include appropriate cleaning and sanitation of all offices, concourses, seating areas, washrooms, canteen, operating rooms, patient care areas and all public spaces within the Medical Center. Overseeing and providing technical expertise for the design, modification, operation, and maintenance of the facility and infrastructure to ensure compliance with environmental management requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. OR, Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR, Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position listed below. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing pertinent laws, regulations, directives, policies, and procedures that relate to administration of hospital operations. Skilled in conducting detailed analyses of complex VA patient administration functions and work processes. Skilled in communicating and writing with the ability to articulate complex regulatory information in understandable terms and present information to diverse audiences. Experience in establishing and maintaining effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues.
