United States Fleet Forces Command PRODUCTION CONTROLLER (SHIPBUILDING) in Kittery, Maine

Summary You will serve as a Production Controller (SHIPBUILDING) in the Workload Forecasting, Performance Measurement and Control Branch (Code 1222); Program Planning and Review Division; Business and Strategic Planning Office; Portsmouth Naval Shipyard, Kittery, Maine. Responsibilities You will serve as Cost and Schedule Control Manager providing management guidance/direction to the Shipyard in matters concerning cost and progress performance. You will serve as technical authority on the implementation and use of cost and schedule control systems (C/SCS) for assigned projects. You will coordinate the research, development, implementation and standardization of local C/SCS reports for assigned projects. You will organize and report cost and schedule performance data for all levels of the Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), and cost performance data for the appropriate levels of the Financial Breakdown (FBS). You will collect performance data and produce graphic displays for the appropriate audience levels. You will develop and standardize an effective training program for cost and schedule control systems (C/SCS) for all levels of management. You will coordinate an internal review process to ensure accurate collection of physical progress and cost data, develop and implement error reports to reflect potential problems and required actions. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience with the functions, policies and procedures of Shipyard organizations, work structures and financial systems. Experience with the work of shipbuilding trades and Shipyard department structures. Experience applying the theories, principles, methodologies and techniques of cost and schedule control concerning the use of manpower, machines and materials in manufacturing operations. Experience with shipbuilding scheduling methods and techniques. Experience using computer software to collect and design performance data graphics. FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience with the functions, policies and procedures of Shipyard organizations, work structures and financial systems. Experience with the work of shipbuilding trades and Shipyard department structures. Experience with shipbuilding scheduling methods and techniques. Experience using computer software to collect and design performance data graphics.
