KBR is looking for an Engineering Manager to support NASA’s next generation Satellite Laser Ranging (SLR) system, the Space Geodesy Satellite Laser Ranging (SGSLR) Program at the Goddard Space Flight Center. The Engineering Manager will lead a group of highly skilled, technically diverse engineers and technicians to design, develop, fabricate, integrate, test and globally deploy complex systems into a Satellite Laser Ranging (SLR) ground station observatory. This work includes working across matrixed organizations to develop the facilities that will house these SLR observatories that are globally distributed. This Engineering Manager will interact technically with the engineering team, the NASA government customer and any/all agencies where these observatories will be developed.

Job Description:

  • Performs a variety of engineering work in the development of an operable system capable of meeting requirements within imposed constraints including mass, cost and schedule.

  • Designs and/or researches subsystem interfaces to ensure that subsystems are integrated and work together to form a viable complete system.

  • Performs functional analysis of a system to ensure it meets performance criteria and mission constraints and to feed the analysis results back to the subsystem development teams.

  • Initiates new, advanced technical projects having a substantial potential of gaining a competitive edge for the company.

  • Develops technical proposals supportive of such projects.

  • Participates in the company's strategic planning of the projects in the areas of personal technical expertise.

  • Provides technical direction and instruction relative to design problems and the resolution of construction or operating difficulties.

  • Conducts special studies and investigations related to project activities and recommends changes as appropriate to enhance efficiency, reduce costs, and meet changed or new requirements.

  • Analyzes project requirements and provides information and instruction for operating, maintaining, trouble-shooting, repairing, designing, and modifying equipment as appropriate.

  • Plans and coordinates the work of other engineers and technical personnel.

  • Trains, directs, and assists the efforts of other personnel, as required, to fulfill objectives of the assignment.

  • Acts as consultant to senior management; champions multi-discipline and/or cross-functional teams.

  • May supervise lower level engineers.

  • Performs other duties as assigned.

    Responsibilities:

  • Provide overall leadership for the SGSLR hardware engineering / test support team, supporting the Government via execution of tasks

  • Perform management and supervisory responsibilities for engineering supervisors, team leads and engineering subordinates.

  • Interface with peer managers to bring the best engineering support to the assigned tasks and offer cost-effective, value-added solutions.

  • Establish relationships and communication lines to an international group of engineers and scientists for technology discussions and innovation exchange during regular meetings with the International Laser Ranging Service (ILRS).

    Required Education, Experience, & Skills:

  • B.S. in Engineering or related scientific/technical field, and at least 15 years of experience. Advanced Degrees (MS / MBA) welcome

  • Proven success in managing a multi-disciplined engineering team of 12-15 personnel

  • Strong Project Management skills, including experience in component, subsystem, system, integration and deployment efforts.

  • Possess an understanding in Electrical, Optical, Mechanical, Laser, Structural, and Facilities and other engineering disciplines.

  • Demonstrated HR skills in the area of coaching and developing supervisor, team leads and seasoned technical professionals, as well as the ability to show performance management differentiation

  • Excellent written and verbal communication skills and demonstrated ability to communicate at all levels, internal/external, technical/non-technical.

  • Understanding of GSFC working environment including establishing relationships with the GSFC Customers

  • Experience managing in an IDIQ contract environment requiring flexible staffing and resource planning

  • Background in satellite laser ranging technology desirable

  • Establish relationships and communication lines to an international group of engineers and scientists for technology discussions and innovation exchange during regular meetings with the ILRS.

  • Oversee industrial safety and laser safety.

  • Other duties as assigned.

Required Education, Experience, & Skills:

  • Bachelor’s degree in engineering, sciences, or other related program field

  • 15 + years of directly related experience

  • In lieu of formal education 23 + years of directly related experience

  • Strong Project Management skills, including experience in component, subsystem, system, integration and deployment efforts.

  • Increasing leadership responsibility including extensive project management experience and proven ability to manage multidisciplined engineering teams.

  • Have a basic understanding in Electrical, Optical, Mechanical, Laser, Structural, and Facilities and other engineering disciplines.

  • Understanding of GSFC working environment including establishing relationships with the GSFC Customers

  • Experience managing in an IDIQ contract environment requiring flexible staffing and resource planning

  • Excellent written and verbal communication skills and demonstrated ability to communicate at all levels, internal/external, technical/non-technical.

  • Demonstrated HR skills in the area of coaching and developing supervisor, team leads and seasoned technical professionals, as well as the ability to show performance management differentiation
