The HR Partner provides support in the areas of recruitment, hiring, leaves, HRMS entry, compensation, and classification. This role also interprets and applies University and CEHD Human Resources policies and procedures and relevant federal and state laws. This position has shared responsibility for ensuring continuous improvement of HR operations within CEHD, for implementing best practices, demonstrating a value for diversity, equity and inclusion and for representing the college and the HR function in a positive manner within the University and the external community. Maintain a high level of accountability and confidentiality Embrace and advance diversity, equity and inclusion Ability to adapt to a changing environment Job Responsibilities Talent Acquisition (35%) Consult with hiring managers on compliance and best practices for talent assessment and recruiting applicants from a broad variety of communities and identities and provide support to search committees. Attend search kick-off meetings to facilitate training on best practices and protocols. Assist with drafting accurate job descriptions for new positions, in consultation with the hiring manager and assigned HR Consultant. Submit position management updates to ensure the position is ready for posting. Review and post jobs in Recruiting Solutions to ensure positions have received proper hiring approval and align with CEHD & University standard formatting including accessibility and equity standards. Make recommendations and assist units related to outreach in posting jobs on internal and external recruiting sites to attract and recruit a qualified diverse pool of applicants. Review EOAA/EEO data reports and make recommendations to hiring managers on the strength of the applicant pool and appropriate next steps. Assist with onboarding processes and compliance for new employees (i.e. SkillSurvey reference checks, I-9s, background checks, etc). Liaise with OHR Talent Acquisition Team assigned to CEHD in areas relating to SparkHire, SkillSurvey, and problem solving recruiting solutions issues for job openings. Conduct new employee orientation once a month for new employees in CEHD. Provide back-up support to department HR Liaison positions during high volume times, leaves of absence, extended vacations, and vacancies. Typical duties include: Initiate and administer the online recruitment process by posting advertisements, drafting job postings in the University's recruiting system, gather search materials, and manage candidate statuses in Recruiting Solutions throughout the duration of a search. Process new hire paperwork including drafting offer letters, entering background checks, complete I-9 work verification, and degree verification. Submit new hire, personnel changes, and compensation requests via PAPAYA to CEHD's payroll team for entry. Run biweekly payroll reports to ensure accuracy of payroll on future paychecks. HRMS Appointment Entry & Reporting (30%) Enter and maintain appointment, compensation, contract, and other payroll related information in HRMS for new, current, and terminated faculty & staff in assigned units/departments Request, receive, review, and interpret personnel and compensation information to ensure accurate HRMS data and compliance with applicable employee work rules, employment laws, University of Minnesota policies/procedures and document retention. Review HRMS data utilizing University policies and procedures and governing documents to ensure accuracy. Assist with development of communications of PAPAYA submission deadlines and with providing guidance on PAPAYA entries. Track and update Sr HR Partner on faculty data (e.g. phased retirements, sabbaticals, new faculty hires, retention offers, salary augmentations) to assist the college in making informed business decisions. Run expected end date reports biweekly. Work with CEHD departments to terminate or extend appointments as appropriate. Review position management listings on a bi-annual basis. Partner with Department Administrators and HR liaisons in cleaning up data (inactivate any old, unused positions, for example, or amending the reports to person). Submit position management updates in HRMS for positions approved for reclassification or promotion. Assist with preparation of standard and ad hoc reports for CEHD Sr HR Partner, HR Director to conduct appropriate audits to ensure HR data integrity and reconciliation of all HRMS data and year-round HRMS activities. HR Projects & Miscellaneous Assignments (20%) Draft HR letters and memos Review and complete unemployment claims Update content on HR Sky (intranet) Send Friday Connection updates from HR team to Dean's Office Assist CEHD External Relations and the Dean's Office with events Assist with planning and executing employee engagement activities and initiatives Administer and manage FMLA and leave cases for the college graduate assistants, undergraduate employees and workers compensation cases. Track and report on FMLA cases for CEHD. Participate in HR Liaison meetings Special projects and other duties, as assigned HR Policies and Procedures (15%) Triage incoming questions/inquiries through the CEHD HR email inbox. Respond to emails in a timely fashion or route to appropriate HR partners as needed. Advise employees and managers on HR policies and procedures. Provide timely advice related to HR policies and procedures, University policies, labor contracts, and best practices. Qualifications Required Qualifications BA/BS degree in Human Resources or related field; or a combination of related education and professional work experience equal to four years. Prior work experience in an office or administrative setting. Demonstrated ability to communicate and work with diverse individuals from a variety of backgrounds, communities and identities.
