National Park Service Concessions Management Specialist in Moab, Utah

Summary This position is located in Canyonlands National Park, in the Division of Administration, Moab, Utah. This position provides support for the Southeast Utah (SEUG): which includes Arches National Park, Canyonlands National Park, Hovenweep National Monument and Natural Bridges National Monument. Responsibilities This is a permanent, full-time, Career-Seasonal position, subject to non-pay up to 1 pay period (2 weeks) each year, scheduled between mid-July and late-July. Career-Seasonal appointments include the same benefits as year-round Career appointments, but do not provide work on a year-round basis. Major Duties: Assist with performing administrative and operational work in support of tracking financial information and evaluating commercial operators. Assist with monitoring commercial services and special park uses to determine if they meet requirements and regulations. Communicate orally about technical concepts for an audience with varied viewpoints. Compose formal written documents, reports, and correspondence related to concession contracts and Commercial Use Authorizations (CUA). Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required. Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-07/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in developing plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations; participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations; drafting written documents, reports, and correspondence related to concessions and commercial services; and responding orally to inquiries regarding the agency's activities, mission and goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education in a related field such as business administration, finance, accounting or other closed related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. (One year of graduate education is 18 semester hours or 27 quarter hours). If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. You must include transcripts. -OR- Possess a bachelor's degree in a directly-related field, as noted above, and meeting one of the criteria of S.A.A. - (1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR (2)Grade Point Average (G.P.A.): Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the percentage of the required graduate education, then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Then take the number of months of full-time experience and divide by 12 months. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Area Information - Headquarters offices for the Southeast Utah Group is in Moab, Utah. A town of approximately 5,000 residents sitting at a 4,000 ft elevation, Moab provides all basic amenities including doctors, dentists, hospital, schools (K-12), churches, and shopping. Temperatures in spring and fall are mild, but summer temperatures often exceed 100F. Opportunities to hike, bike, kayak, raft, rock climb, and motor-recreate are numerous and varied. Government housing is not available.
