This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: ILSC, SOLDIER & CHEM/BIO R&S DIR, SOLDIER PSID, Natick, MA Responsibilities Serve as a senior logistician for Product Manager Force Sustainment Systems (PdM FSS). Coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules to accomplish program objectives. Integrate the separate functions (i.e. supply, maintenance, procurement, quality assurance, etc.) in planning and implementing the logistics management program for PdM FSS systems/subsystems/items. Responsible for issuing program and policy guidance. Assignments require a high degree of creativity and the ability to negotiate trade-offs to find the best methods and procedures to field and sustain critical equipment systems. Coordination with commercial vendors and/or government agencies of existing or expired contracts, procurement and sustainment of government furnished equipment and non-GFE, and coordination of transportation from vendor/government agencies. Maintain continuous surveillance over assigned equipment to determine program progress, identifying delays, slippage in objectives and schedules. Recommend cost-effective alternatives to achieve program requirements and establish priorities to meet equipment readiness goals. Maintain continuous contact with the responsible mission directorates, other commands, agencies, and field users relative to problems, corrective actions, and coordination among the interrelated activities and organizations. Render advice and assistance, as required, to ensure effective and timely responsiveness to meet program requirements. Provide authoritative recommendations/alternatives that address cost effectiveness for PdM FSS Systems systems/sub-systems/items. Assist in Logistics planning and shipment of items to test sites for technical evaluation, programmatic events, and ensures logistics readiness support for developmental and operational test events. Represent the PdM FSS, at conferences and meetings for logistic management planning, problem resolution, or testing of assigned equipment and/or components. As the senior logistics advisor has the authority to commit to courses of action that impact the fielding of items/systems. Prepares reports to identify decisions, recommendations, and action responsibilities to accomplish integrated logistics support objectives. Informs superiors on controversial matters or problems and recommends corrective action. To qualify based on your experience, your resume must describe at least one year of experience equivalent next lower grade level of GS-12, which prepared you to do the work in this job. Specialized experience is defined as supporting project or program management at the organizational level which includes recommending policies and technical procedures to improve efficiency; evaluating data on projects or programs logistical mission performance; delivering formal and informal presentations to all management levels on topics such as the history, current status, and objectives of the logistics program. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Selectee must meet position requirements for Life Cycle Logistics Acquisition Advanced Certification within 48 months of entrance on duty. Term appointment limited to 13 months, but may be extended without further competition, up to a maximum of 8 years. May be converted non-competitively to career-conditional or career appointment (modified term provision.) This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. May be converted non-competitively to career-conditional or career appointment based on personal competitive status.
