Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island
Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Technology Partnership Officer (TPO) in the TECHNICAL PARTNERSHIP OFFICE Under the Chief Technology Office (CTO) of NAVUNSEAWARCENDIV NEWPORT RI. Responsibilities You will serve as the lead of the Technology Partnership Office and the designated lead Office of Research and Technology Application (ORTA). You will participate in identifying national and international partners whose technologies can be leveraged to advance NUWCDIVNPT’s existing technology portfolio. You will oversee the technology intellectual property business base and associated technology licensing, and cooperative research programs. You will maintain an overall awareness of NUWC's Newport scientific and technical capabilities and products to effectively enable collaborations and partnerships. You will lead the effort to develop policies and procedures that improve NUWCDIVNPT's sharing and, when appropriate, licensing of intellectual property and technology in fulfilling its mission. You will serve as an advisor to the CTO and NUWC Leadership in the area of external relationships, including industrial, university, and other government laboratories. You will be responsible for the development and oversight of all NUWC Newport's collaborative partnerships. You will be responsible for Cooperative Research and Development Agreements, Broad Area announcements, Work for Private Party Agreements, Partnership intermediary agreements and Memorandum of Understanding/Agreements. You will manage available international partnership agreements to facilitate country to county technical exchanges, including AUKUS related collaborations. You will manage the NUWC Newport SBIR/STTR program Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-0343-4 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying and sharing analytical and evaluative methods used in undersea warfare to improve the advancement of related technologies.
