Notice of Result letters will not be sent to applicants who respond to this flyer. #LI-NAVSUPWSS Responsibilities At the GS-07, GS-09, and GS-11 levels you will perform developmental duties, as assigned. At the Full Performance Level, GS-12, you will perform the duties below. You will be responsible for engineering work involving the generation and/or application of theories, principles, practical concepts, systems, and processes. You will be involved in the performance of a broad range of technical and logistics functions. You will coordinate with the appropriate Hardware Systems Command (NAVAIR, NAVSEA) to ensure any technical requirements are met. You will assist in developing specifications, statements of work, and test plans. You will provide technical input into the development of Performance Based Logistics contractual efforts. You will act as a consultant/advisor to co-workers providing detailed engineering analysis as needed to advance toward their specific project goals. You will participate in a variable number and a wide variety of special projects that require a core competency in the area of engineering. You will present technical information to non-technical personnel. You will present technical findings and defend technical positions in scientific terms. Requirements Conditions of Employment Qualifications There is a Basic Requirement for a Professional Engineering position in the Federal service. You must meet the Basic Requirement to qualify. See the the "Education: section of this announcement for details on the Basic Requirement: To qualify for the GS-09 level, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public using the methods, principles, requirements, work techniques, and practices of professional engineering to perform the following: 1) Performing or assisting in professional engineering work involving the generation and/or application of theories, principles, practical concepts, systems, and processes. 2) Assisting in developing specifications, statements of work, and/or test plans 3) Presenting technical information to technical and non-technical personnel, orally and in writing. 4) Assisting in present technical findings and defend technical positions in scientific terms. 5) Utilizing Microsoft Office or similar software To qualify for the GS-07 level, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public using the methods, principles, requirements, work techniques, and practices of professional engineering to perform the following: 1) Assisting in professional engineering work involving the generation and/or application of theories, principles, practical concepts, systems, and/or processes. 2) Assisting in developing specifications, statements of work, and/or test plans 3) Assisting in presenting technical information to technical and/or non-technical personnel. 4) Utilizing Microsoft Office or similar software You may also qualify using education to substitute for specialized experience. Education Basic Requirement for 08XX series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. The Department performs a wide range of engineering and technical functions and serves as the Command's lead for engineering and technical issues. The duty station is Philadelphia, PA.
