Naval Supply Systems Command PROGRAM ANALYST in Naval Support Activity, Pennsylvania

Summary You will serve as a Program Analyst in SUP 0411 Program Management & Business Operations Branch within SUP 041 Strategy, Program Management & Business Operations Division of SUP 04 ACOM for Supply Chain Management Policy & Performance at Naval Supply Systems Command (NAVSUP) Headquarters. The duty station for this position is at Naval Support Activity Mechanicsburg in Mechanicsburg, PA. Responsibilities You will serve as a central point for ACOM-level coordination and management for broad-based support of NAVSUP field activities, with regard to budget and issue elevation/adjudication for Department related programs. You will provide continuing assessment of the coordination strategies, goals and support efforts, and redirects such efforts to foster success in meeting the command’s overall strategic objectives. You will assist in identifying requirements and initiates requests for Echelon III resources including personnel, non-labor, facilities requests and other resource submissions, to ensure success in meeting goals and objectives. You will be responsible for writing budget development documents for overarching new or realigned efforts to substantiate resource requirements, including but not limited to issue papers for multiple funding sources with oversight. You will analyze, evaluate, and recommend use of advanced automated technologies to streamline and/or enhance program efficiency and effectiveness. You will meet with key customers to assess customer satisfaction, explain organizational policy and procedures and resolve problems You will work in support of enterprise lead and supervisor to carry out coordination efforts. Requirements Conditions of Employment Qualifications You must have one year of Program Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. You apply a thorough knowledge of management principles and skill in conventional and complex fact finding, analytical and problem-solving methods, practices, and techniques to plan, schedule, and conduct studies which further program goals. You also apply a thorough knowledge of the organization and responsibilities of the NAVSUP Enterprise, as well as key stakeholders including specific missions and functions at the Echelon II and III levels, as well as NAVSUP business lines and programs. You have demonstrated experience performing statistical analysis, risk assessment, budgeting, and data gathering to present informed solutions to customers and superiors. You are experienced at expressing complex ideas in a clear and concise manner both orally and in writing to supervisors and mangers across the enterprise. Examples of specialized experience may include the following: 1) Creates and facilitates oral presentations to enable consensus on support agreements; 2) Serves as a central point for Assistant Commander level coordination and management; 3) Writes budget development documents for new or realigned efforts with multiple funding sources; 4) Identifies, researches, analyzes, elevates adjudicates and tracks potential improvements to Command programs and systems; and 5) Supports tracking of funded and unfunded requirements for Department programs throughout budget cycle.
