University HR Compliance Manager

POSITION DETAILS

This position reports to the Talent Acquisition and Workforce Planning unit in University Human Resources. The unit supports CUNY’s 25 campuses by providing technology and services to support faculty and staff recruitment. It also supports programs to hire in hard-to-recruit professions and programs promoting the employment of individuals with disabilities. Its primary internal clients are Human Resources Directors and Chief Diversity Officers.

The Manager provides leadership and reporting for The City University of New York's (CUNY) diversity management and compliance programs. They provide Chief Diversity Officers at each college with data, reporting, and audit support as needed, and assist them in complying with federal, state and local laws and CUNY policies.

Responsibilities include but are not limited to the following:

  • Organize CUNY practices and reporting for non-discrimination and related EEO compliance, including interactions with Federal, New York City, and New York State agencies as appropriate.

  • Provide data on employment demographics to external organizations at all levels of government.

  • Lead the implementation of New York State Executive Order 31 to create a comprehensive program supporting New York State as Model Employer for individuals with disabilities, covering communications, policies, and system accessibility issues.

  • Manage employee demographic self-identification campaigns.

  • Review college practices for compliance with EEO standards and CUNY policy and provide remedial training.

NOTE :

Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum:

Bachelor's degree and six years' related experience required.

Preferred:

  • Six (6) years of experience in equal employment opportunity programs, ideally in a higher education and/or public sector environment

  • Knowledge of relevant laws and government compliance requirements applicable to employee equal employment opportunity, including compliance requirements for programs for Veterans and Individuals with Disabilities

  • Exceptional analytical, evaluative, research and critical thinking skills to arrive at valid conclusions, make appropriate recommendations and implement action plans

  • Experience working with technology and data analytics, and in understanding the role of job classifications

  • Experience with developing policies, procedures, and training programs

  • Ability to develop communications on compliance issues to stakeholders at all levels in the organization and externally.

CUNY TITLE OVERVIEW

Manages University-wide human resources and shared services programs, policies, processes and related information systems, including project management and vendor management.

  • Manages the implementation, administration and communication of central Human Resources programs and services

  • Collaborates with agencies, vendors, University and campus management, and campus Human Resources partners to develop and implement programs and resolve questions/concerns

  • Provides interpretation and guidance to promote compliance with policies, contractual agreements, and regulations

  • Assesses program services, processes and systems; recommends and implements needed changes

  • Audits program data, resolving discrepancies to ensure accurate and timely corrections

  • Creates and/or conducts program training and creates related guides and communications

  • Prepares reports as needed by University departments, government agencies and vendors

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

The salary range is $110,329 – $117,805 , commensurate with education, skills, and experience.
