Description

The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is comprised of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. IT sets technology policy direction for the enterprise, identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs. Collectively, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions while maintaining a supportive, respectful, and inclusive culture in the department.

The City on Norfolk’s Department of Information Technology is seeking a full-time Programmer/Analyst V to join our team as an innovative thinker and problem solver. We are looking for someone who is willing to learn and continuously build their skillset while participating on the design and implementation of innovative projects that support departments and initiatives throughout the city. As an analyst, developer, and programmer, the candidate will collaborate directly with our customers providing support for our off-the-shelf and customized Human Resources Information System (HRIS) application. This position entails strong creative thinking as well as problem-solving and analytical skills and will apply them to upgrade, enhance, fix “bugs,” and provide production support to the PeopleSoft’s Human Resources, Benefits, Absence Management, Time & Labor, Enterprise Learning, and Payroll for North America modules.

Department Hiring Salary Range: $68,675 - $78,976

Essential Functions

Essential functions include but are not limited to:

  • Analysis and Maintenance:

  • Analyze, design, and maintain HRIS enterprise application.

  • Conduct detailed analyses of process flows, producing feasibility and cost analyses

  • Download, install and apply updates from the vendor to test databases.

  • Perform problem analysis and resolution: design, implement, test, debug, and maintain interfaces and reports.

  • Troubleshoot production bugs as identified by the customers.

  • Evaluate new enhancements and propose recommendations on applying them.

  • Requirements Gathering, Design:

  • Determine customer’s requirements by learning the customer’s current processes, documenting the requirements, writing system and program specifications, and obtaining approvals.

  • Develop specifications, diagrams, flowcharts, and system documentation.

  • Design applications to meet requirements and goals.

  • Development, Programming, Implementation:

  • Develop custom applications using structured query reports.

  • Write SQL to troubleshoot data problems or gather statistics as requested by the users.

  • Write programs and reports using object-oriented programming.

  • Implement new software modules.

  • Support application implementation, testing and performance.

  • Managing and leading projects by prioritizing projects, monitoring progress, analyzing situations, resolving issues, and implementing solutions.

  • Support:

  • Provide support to customers by conducting analysis of business processes, customer's relations, training, and preparing reports and presentations.

  • Maintain, monitor, and resolve issues related to HRIS software application.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in Computer Languages/Development/Analysis; Information Technology/Computer Science related degrees.

Five years' experience as a programmer analyst, required

The preferred candidate will possess:

  • Human Resources Information System (HRIS) experience and a working knowledge of writing SQL.

Additional Information & Requirements

Work Location: 800 E. City Hall Avenue, 1 st floor, Norfolk, VA 23510

Work Hours: 40 hours; 8 hours per day; Monday – Friday. Remote Eligible two days per week after probation

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
