Boeing Defense, Space & Security (BDS) seeks a high performing Field Office Representative (Level 5) at NAS Whidbey Island, WA . This position will report to the BDS Global Marketing Director of U.S. Navy and U.S. Marine Corps Programs. The candidate will lead the onsite efforts for the EA-18G Growler, P-8 Poseidon, and C-40 programs at NAS Whidbey Island and also support business development efforts in the Puget Sound region. This individual will play a lead role in supporting BDS and Boeing Global Services (BGS) leaders with accurate knowledge of customer priorities, program execution issues, and by identifying capability gaps and creating opportunities.

Typical duties will include: Daily support of the Growler Capability Modification Program – a Boeing led post-production modification program critical to the EA-18G community’s future; Support of P-8 and EA-18G Wing’s recurring meeting schedules, representing Boeing as the OEM, communicating and resolving issues that arise in the field; Exceling in an IPT environment in the field with industry partners, NAVAIR, and NATEC engineers; Coordinating communications efforts between local U.S. Navy public affairs and Boeing Communications; Managing, directing, and executing VIP events in support of BDS and BGS business units.

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

Position Responsibilities:

  • Daily/frequent interface with the Fleet customer (Electronic Attack Wing U.S. Pacific Fleet, Commander, Patrol and Reconnaissance Wing TEN, Naval Air Station Whidbey Island, VP/VQ and VAQ squadrons and supporting commands) regarding production, post-production modifications, training and sustainment for the Fleet.

  • Act as the senior liaison to O-6 leadership on base and to the community, in coordination with Boeing Regional Government Relations and Boeing Global Engagement.

  • Share the duties as the Boeing representative for the Naval Aviation Warfighting Development Center (NAWDC) in Fallon, Nevada.

  • Establish and maintain close relationships with multiple, applicable Boeing Business Units and Functions to ensure a single Boeing face to the customer.

  • Lead the development of customer relationships necessary to better understand the customer’s requirements, enduring needs and decision-making processes.

  • Convey the company’s capabilities to the customer and communicate customer requirements to company management and senior leaders.

  • Actively lead and participate in local area industry groups/associations, and local community professional associations as required to enhance Boeing’s image as a good neighbor and community partner.

  • Lead the support of BGS and BDS new business pursuits in the Puget Sound area.

  • Ensure coordination among various Boeing businesses and Global Marketing Offices working with US Government customers and supporting agencies worldwide.

This position requires an active Secret U.S. Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

Basic Qualifications (Required Skills/Experience):

  • Experience with DOD and/or government acquisition processes

  • Experience with the US Naval Aviation Enterprise

  • Experience with Naval Warfare requirements, acquisition, and Office of the Chief of Naval Operations (OPNAV) Planning Programming Budgeting and Execution (PPBE) process

  • Experience developing and maintaining strong customer relationships with key stakeholders in the United States Navy requirements organization, and/or United States Navy procurement organization

  • Experience leading through influence and partnering with cross-functional teams on projects and initiatives

Preferred Qualifications (Desired Skills/Experience):

  • An active U.S. Top Secret Security/SCI Clearance or the ability to obtain a Top Secret clearance. (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

  • Command at the O-5 level

  • U.S. Naval Test Pilot School graduate

  • Experience with direct involvement in Electronic Attack or Maritime Patrol operations

  • 10+ years of experience interfacing directly with military officials and executives

  • Knowledge of OPNAV staff, Major Commands and Combatant Commands and the USN’s capability areas, organizations, operations, processes, training, logistics and weapons systems

  • Graduate from one or more of the National/Service War Colleges is desired.

  • Possesses unparalleled customer understanding and familiarity of NAS Whidbey Island and associated military tenants aboard the base

  • Possess significant expertise in Naval Warfare Requirements, acquisition and OPNAV PPBE processes. Current in-depth understanding of the roles and missions of the Electronic Attack Wing, U.S. Pacific Fleet and/or Patrol and Reconnaissance Wing TEN

  • Must have the ability to articulate one’s thoughts and positions and communicate with a diverse audience to include senior customers and Boeing executives. Uses clear and concise writing skills (i.e., weekly reports, customer contact plans, customer briefings)

  • Demonstrates the competency and ability to build long-term relationships with internal and external customers by understanding their current and future needs; meets commitments to customers on time, keeping them informed; seek and use customer feedback.

  • Demonstrated ability and willingness to take ownership of work activities, being a self-starter, taking independent action, and ensuring work assignments are completed accurately and on time

  • The position requires that the candidate have the ability to effectively lead teams across multiple business units and functions

  • Always acts with reliable, ethical behavior, displaying honesty and accountability for decisions, works or actions

  • Demonstrated ability to prepare briefs and technical data to support customer visits. Understanding competitors and competitor activities and being able to understand the potential impact on Boeing

  • Demonstrated ability to brief at the highest levels

  • Must be capable of professionally representing The Boeing Company as a full community partner in both civilian and military organizations

  • Familiarity with the Boeing Business Units and BDS concepts of operations are a plus

Typical Education/Experience:

Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience, 18 years' related work experience, etc.).

Relocation:

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.

Travel:

Position may require travel up to 10% of the time.

Summary pay range: 145,350 – 196,650
