The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. The Habitat Strategic Initiative Lead (HSIL){tabindex="0" rel="nofollow"} is an interagency program, co-led by the Washington Department of Natural Resources (DNR) and the Department of Fish and Wildlife (WDFW), to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the U.S. Environmental Protection Agency (EPA). 

Responsibilities:

  • Coordinate and implement the Habitat Strategic Initiative Lead (HSIL) sub-award program.
  • Lead the negotiation of Statements of Work and budgets with successful Request for Proposal (RFP) applicants (i.e., staff at government agencies, tribes, special districts, or non-profit organizations) that highlight the connections to the Implementation Strategies (Floodplains and Estuaries{tabindex="0" rel="nofollow"}, Land Development and Cover{tabindex="0" rel="nofollow"}, Shoreline Armoring{tabindex="0" rel="nofollow"}, and Marine Vegetation){tabindex="0" rel="nofollow"}.    
  • Manage the HSIL sub-awards and contracts.
  • Facilitate technical content review of sub-award deliverables by HSIL team members or Subject Matter Experts (technical staff from government agencies, local jurisdictions, and non-profits, etc.).
  • Work with the HSIL Communications Lead to share outputs from the subawards on the Strategic Initiative Lead (SIL) website or other appropriate avenues.
  • Complete EPA-required reporting for the sub-award program and organize sub-award records to ensure record retention and EPA requirements are met.
  • Support the development of RFP applications and evaluation materials on specific topics following EPA funding guidance.
  • Support the overall HSIL-EPA work plan by supporting team activities and providing situational awareness.

*Required Qualifications: *

Bachelor's degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field (note: four years of experience in the above fields may substitute for a bachelor's degree) AND At least two years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy. OR An equivalent combination of education and/or experience.

Experience managing the administrative aspects of a program, including contract management and reporting requirements.

Basic use of Microsoft Office programs (including Word, Excel, and PowerPoint).
