CareFirst Proposal Development Manager (Hybrid) in Owings Mills, Maryland

Resp & Qualifications

This position is HYBRID in Maryland and requires frequent travel into the officed of 2-3 days a week.

PURPOSE:

The Manager, Proposal Development manages a team of proposal development consultants to create consistent, high-quality, competitive, and compliant proposals for new and existing clients. This role reviews proposal drafts and provides direction on the teams' written responses ensuring quality and compliance. The manager will be responsible to implement best-practices, repeatable and measurable processes, and continuous improvements. This role works in an integrated way with our market development and market entry teams, as well as our subject matter experts throughout the organization.

ESSENTIAL FUNCTIONS:

  • Manages duties of Proposals Development team to ensure sales proposals-related work is completed appropriately and ensure that sales presentations are in compliance with CareFirst corporate image and that departmental projects are coordinated & completed appropriately.

  • Hires, manages and evaluates Proposal Development staff. Responsible for budget oversight and departmental reporting.

  • Provides guidance to proposal team on response strategy and development. Reviews proposal drafts to ensure a consistent, compelling voice, incorporation of win themes, quality, and compliance.

  • Develops narrative responses that are compliant, competitive, compelling, and customer-focused, and that fully incorporate appropriate SOW elements, contract requirements, and key messaging/themes, and comply with prescribed style.

  • Facilitates interdisciplinary task forces, including writers, subject matter experts, market research, and market entry, to continuously improve internal templates.

  • Contributes to ongoing development and maintenance of proposal development process improvement efforts to improve efficiency, effectiveness, and quality of external-facing deliverables, including participation in maintaining content repository.

SUPERVISORY RESPONSIBILITY:

This position manages people - 5-15

QUALIFICATIONS:

Education Le vel: Bachelor's Degree n journalism, communications, English, health care administration, business administration or public health OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience: 5 years developing and producing effective sales proposals, marketing communications, technical response documents and graphics materials

1 year supervisory experience or demonstrated progressive leadership experience

Preferred Qualifications

  • Master's Degree in Business Administration

Knowledge, Skills and Abilities (KSAs)

  • Knowledge of various proposal writing styles.

  • Skill in facilitating information research.

  • Excellent communication skills both written and verbal.

  • Proficient in Microsoft Office applications.

  • Proficient in Adobe Suite and SharePoint.

  • Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: $93,600 - $173,745

Travel Requirements : This position is HYBRID in Maryland and requires frequent travel into the officed of 2-3 days a week.
