Code Enforcement Officer & Building Inspector

JOB DESCRIPTION

To perform technical building inspection and to enforce compliance with building codes, regulations and ordinances; researches new construction materials and methods; reviews plans for compliance with city, state, and federal rules and regulations; enforcement duties of nuisance, blight, junk vehicles, and noxious weed abatement; provide information to and work with the general public to resolve problems; perform a variety of technical tasks relative to assigned areas of responsibility.

Supervision (Received and Exercised)

Works under general guidance and direction from the Director of Engineering. Exercises no supervision.

Essential Functions:

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Essential duties and other important responsibilities may include but are not limited to the following:

1. Perform a variety of field and office work in support of the citys local code enforcement program; enforce compliance with City regulations and ordinances including those pertaining to nuisance, housing, health and safety, blight, and other matters of public concern.

2. Respond to public inquiries in a courteous manner including questions regarding City ordinances, codes, and permitting; provide information related to the area of assignment; resolve complaints in an efficient and timely manner.

3. Review, investigate, and resolve violations of city ordinances, interview complainant and witnesses.

4. Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearing and in court proceedings as required.

5. Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.

6. Examine plans and specifications of new construction, additions, and/or alterations to residential and commercial properties to determine building compliance with the provisions of the construction codes ordinances and regulations; record inspections in address files and/or computer database.

7. Ensure that inspection issues and concerns are resolved; meet with homeowners, contractors, builders, developers, engineers, and architects to review and confirm compliance issues; explain and interpret requirements, restrictions, and municipal ordinances; make recommendations to resolve concerns.

8. Perform rental property inspections for citys landlord licensing/rental inspection program. Handle all rental property complaints and re-inspections.

9. Estimate time, materials and equipment required for jobs assigned; requisition materials as required.

10. May assist in researching, drafting, and rewriting municipal ordinances; participate in the development of forms and process utilized to address various issues.

11. Research and prepare reports and presentations, including recommendations for the Planning and Zoning Administrator.

12. Issue applications and permits for building, electrical, mechanical, and plumbing.

13. Perform related duties and responsibilities as required or assigned.

QUALIFICATIONS

Knowledge of:

Occupational hazards and standard safety practices.

Operations, services, and activities of a comprehensive building inspection program.

Methods and techniques of building inspection, and architecture.

Pertinent federal, state, and local laws, codes, and regulations.

Building related codes and ordinances approved and enforced by the City including Planning, Zoning, Bu lding, Fire, Electrical, Plumbing, and Mechanical.

Principles and techniques of building construction, inspection, plan review, and structural design.

Construction and engineering principles, practices, methods, materials, techniques, and equipment, for commercial and residential buildings.

Legal actions applicable to code enforcement compliance.

Effective public relations practices.

Principles and procedures of record keeping.

Modern office procedures, methods, and computer equipment.

Computer applications, including word processing and spreadsheets.

English usage, spelling, grammar, and punctuation.

Ability to:

Independently perform a full range of municipal code enforcement, compliance duties, and building inspections.

Interpret, explain, and enforce department policies and procedures.
