National Nuclear Security Administration Lead Auditor in Pittsburgh, Pennsylvania

Summary This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 is equivalent to the GS-13-14 grade levels. Responsibilities As the Lead Auditor, you will: Serve as Lead Auditor within the Naval Reactors Laboratory Field Office (NRLFO), Audit Division. Be responsible for developing an annual audit plan that will provide comprehensive audit coverage of all Federal government contract work performed by cognizant contractor entities. Comprehensively review strategic documents appropriate requirements to identify high risk areas and ensure adequate oversight and contractor compliance. Assess backlog, current, and projected work; formulate audit priorities for work to support the NNPP and other Federal agency interests; and schedule audits within applicable time frames and deadlines. Execute regular and recurring technical leadership regular engagement (team meetings) and communications with audit staff. Conduct audits independently and lead small audit teams, as appropriate, to complete work. Independently plan, develop, review and conduct audit plans and procedures for a variety of audits. Develop and establish a process or processes with regard to short-term and long-term audit goals and to ensure compliance with Federal and agency standards. Provide expert contract and performance audit services for the NRLFO, other DOE programs, and other Federal agencies having work with contractors and subordinate organizations. Interact with the Department of Energy Office of the Inspector General and/or other external audit agencies, as appropriate, to complete work. May serve as the contracting officer representative for third-party audit services. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12 or equivalent] in the Federal service. Specialized experience for this position is defined as: Independently conducting complex and/or controversial audits involving a government agency or contractor in accordance with Government Auditing Standards (or similar standards); - Independently planning and conducting complex audits, demonstrating thorough knowledge of audit standards and accounting practices; - Communicating complex and/or controversial issues, justifying conclusions reached, and recommending courses of action. - Demonstrated experience in leading teams (formally or informally) to conduct audits timely: - Providing technical advice and assistance to audit staff, mentor and train audit staff; report periodically to the supervisor on performance and training needs. - Providing strategic-level input in audit planning. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Full-time or part-time status (include hours worked per week) Salary Education BASIC REQUIREMENTS FOR AUDITOR: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. EDUCATION: You MUST provide transcripts to support your education claims. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
