Description of Job

About the Unit

This work unit conducts planning/scoping initiatives, create design plans, specifications, engineering estimates for roadway construction projects, advertise those projects, and administer their construction. It also provides management, guidance, and review of consultant-designed roadway projects for the Colorado Department of Transportation. The unit assures that in-house and consultant plans are in compliance with the guidelines, standards and policies of the State of Colorado and the Federal Highway Administration (FHWA). Also ensures that projects stay within scope, budget, and schedule. This requires collaboration with other branches of CDOT, FHWA, private consultants, outside agencies, contractors, and the public.

About the position

Under the charge of a licensed Professional Engineer / Resident Engineer this position performs construction management as the Project Engineer and serves as the Chief Engineer’s representative on low to medium risk construction projects or as an Assistant Project Engineer on projects of higher risk and complexity. The position is responsible for full time project management or aspects thereof depending on if they are the Project Engineer or the Assistant Project Engineer. Will be skilled in interpreting the project plans, specifications, and project budget; development of as-constructed plans, construction management services task orders, management of the project staff to assure compliance with the administration of contract documents.

The position checks CDOT construction plans and reviews engineering consultants' project plans. Performs contract administration and review project invoices, prepare/maintain project budgets and schedules, and coordinate project work activities with multiple CDOT Specialty Units.

The position is expected to perform administrative duties including employee training and development, pursue completion of required supervisory training classes, and perform supervisory/lead worker duties as assigned.

Major duties and responsibilitiesinclude, but are not limited to:

Construction Management

  • Provides management of assigned project during the construction phase to ensure construction activities are in compliance with plans, specifications, standards, policies, procedures, laws and regulations, including all required documentation.

  • Train, advise, assign, and supervise subordinates who perform construction related tasks.

  • Coordinate with the public, local, state, federal entities, businesses, railroads, utility, special interest groups, and all project stake holders, regarding construction activities, construction conflicts, and requests for information on projects.

  • Document and prepare construction reports of project progress, project budgets, and project plan changes. Review construction related submittals and determined the acceptability of constructed work.

  • Prepare all necessary documentation for construction management services task orders.

  • Requires a driver’s license to visit project sites and attend meetings.

Contract Administration

  • Proficient in preparing documentation of payment estimated for work installed in conformance with the plans and specifications and contract.

  • Measure quantities for payment.

  • Provide documentation of the measured quantities with detailed calculation of how quantities were measured providing hand drawn sketches with measurements shown notes as needed to show how the total was computed.

  • Prepare a concise and well-organized daily diary with sufficient details of the assigned contractor’s operations similar to the examples shown in the CDOT Construction Manual tracking work completed, hours worked, etc.

  • Initiate, prepare, and provide basis of reasonableness of costs.

  • Monitor Contractor compliance with all equal employment opportunity laws, safety regulations, state, local and federal ordinances etc. to ensure 100% compliance.

  • Respond to complaints, review contractor payroll, OJT and DBE documents for compliance.

  • This job duty requires a driver’s license to visit project sites.

Material, Equipment, System Acceptability

  • Evaluate materials, equipment, systems, or processes for materials conformance to the plans and specifications and acceptability for incorporation into, or for use on, construction projects.

  • Maintains knowledge of materials testing in all commonly encountered materials, material report forms, material requirements and specifications, approved products list, material descriptions and pay item specifications, certificates of compliance requirements and certified testing report requirements.

  • Is proficient with forms, material requirements and specifications, approved products list, material descriptions and pay item specifications, certificates of compliance and certified testing reports.

  • May perform materials testing as needed on project or monitor consultants that perform materials testing.

Work/Mentor

  • This position is an experienced construction project team member at CDOT and as such will direct the work of other positions at CDOT on a project by project basis.

  • This position will provide information to an individual’s supervisor on that individual’s performance while working on a project and how well they have accomplished the work directed by the project manager. Train and mentor less experienced assistant project managers, inspectors and testers. This position will also train consultants on site as needed. The positions that may report to or be mentored here include Engineering Physical Science Assistants, Engineering Physical Science Technicians, and Engineers in Training. This leadership is not as the official work leader, though these employees may report to this position on a project by project basis.

Preconstruction Activities

  • Review and assist in compiling plans, specifications in the design/ pre-ad phase.

  • Provide input to design teams and value engineering studies concerning constructability.

  • Develop critical path method (CPM) schedule in Microsoft Project and CDOT Form 859 in order to determine contract time duration based on quantities, milestones, and estimated production rates.

  • Assist in preparing the specification package and proactively identify any potential problems indicated by plans.

  • Review and/or suggest recommended phasing alternatives and staging for projects.

Project and Personal Safety

  • Promote a safe work environment for all employees.

  • Understand and apply the safety standards within the CDOT procedural and policy directives, and regulations to the work on the project.

  • Attend Contractor toolbox safety meetings, North Program safety meetings and mandated training.

  • Review Contractor’s submitted Project Safety Management Plan and provides comments to supervisor.

  • Review and recommend approval of Methods of Handling Traffic (MHT’s) submitted by the Contractor.

  • Review and comment on project Traffic Control and Traffic Control device acceptability.

  • Wear and use all appropriate personal protective equipment (PPE’s) as required by CDOT policy.

  • Report employee accidents and injuries to supervisor and Risk Management.

  • Promote following OSHA regulations including but not limited to fall protection, trench safety, ladder safety, falling/tripping hazards etc.

  • Track work zone vehicle accidents on the project by taking photos and maintaining a copy of the police report in project file.

  • Review traffic control plans after accidents to recommend possible improvements to reduce or eliminate future accidents.

Environmental Compliance

  • Demonstrate knowledge to ensure that Contractor implements appropriate measures to address avoidance or minimizing the environmental impacts of construction within and beyond the project work site. R

  • Review installation of appropriate BMP’s for minimizing erosion and sediment control in compliance with CDPHE stormwater construction permit.

  • Monitor contractor’s compliance with use and storage of on-site contaminants or suspected contaminants in compliance with applicable permits and regulations.

Consultant Contract Management

  • Prepare and review independent cost estimates and scopes of work for the hiring of engineering consultants as CDOT staff on the project for review by Resident Engineer.

  • Manage the work of the consultant for quantity, quality, and timeliness of their work and review monthly submitted invoices to insure accurate payment for approval by the Resident Engineer.

  • Discuss with Resident Engineer the need and justification for consultant contract time extensions and additional Task Orders when additional consultant management is necessary.

Work Environment:

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday (schedule may vary depending on project needs).

  • Approximately 70% spent in the field, 30% spent in the office

  • Daytime travel during business hours to project sites and to attend meetings

  • Overnight travel to projects throughout the Region as well as to trainings in other parts of the state: approximately 25%

  • Occasional evening, night, weekend and/or holiday work to oversee the construction activities.

  • Required to work in proximity to heavy traffic and over variable terrain.

  • Exposure to nonweather-related hot and cold temperatures

  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.

  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.

Minimum Qualifications

Experience Only:

Four years of inspection of roadway and / or bridge construction AND two years of construction project management.

OR

Education and Experience

A combination of relevant education and experience equal to 6 years.

  • Education from an accredited college or university with coursework in construction management, engineering, engineering technology or other field of study closely related to the duties of this position will be considered.

  • Full-time professional work experience in construction project management will be considered.
